Overview


ANNOUNCED FOR: NASSAU COUNTY SCHOOL DISTRICT LIBRARIES, VILLAGE LIBRARIES, AND SPECIAL DISTRICT LIBRARIES


SALARY: Varies according to jurisdiction.


REISSUED ANNOUNCEMENT: Applications will be accepted year-round. However, applications will be reviewed in groups, and passing candidates will be added to the continuous recruitment eligible list twice a year based on a process to commence subsequent to the last business day of July and the last business day of January.


NOTE: This process is explained in more detail in the Subjects of Examination portion of this examination announcement.


NOTE: The Commission reserves the right to alter any and all aspects of this examination program, including but not limited to, adding names to the list and re-filing and eligibility time frames.


Names of successful candidates will be certified on the eligible list in score order, regardless of when the application was rated. Names of successful candidates will be removed from the eligible list at the time of appointment to a full or part-time position or two years after being placed on the list.


Candidates may re-file for this examination one year after being placed on the list. However, a candidate can only have one score on the list. Only the candidate's higher score, whether it's the existing score or the newer score, will appear on the list. If a candidate's new score is higher, then the existing score will be removed from the list and the new score will be put on. The new score will remain until the candidate is appointed or two years transpire.


If the candidate's new score is lower than the existing score, then the existing score will remain on the list until the candidate is appointed or two years (from the original date of that score being added to the list) transpires. Once the existing, higher score is removed from the list, the newer, lower score will be added. The newer, lower score will remain on the list until the candidate is appointed or two years (from the date that application was rated) transpires.


Performs entry-level professional librarian duties; performs related duties as required.


REVISED 7/29/25: Submission deadline for the New York State Public Librarian’s Professional Certificate has been extended to August 15, 2025 (Filing application deadline of last business day of July remains the same).


Possession of a New York State Public Librarian's Professional Certificate.

PLEASE NOTE: Computers are available to file electronic applications in our office at 40 Main Street, 2nd Floor, Hempstead, NY from 9:00 AM to 4:45 PM, Monday thru Friday. In accordance with our goal of making the Nassau County Civil Service Commission a paperless agency, no hard copy application is available.


Residency


To fulfill the standard residency requirements, each candidate for open competitive examination must have been a bona fide resident and dweller of Nassau County for at least one year immediately preceding the advertised date of examination and maintain that residency until appointed from the eligible list established as a result of the examination. Preference in appointment may be given to successful candidates who are legal residents and dwellers of the appointing municipality. Appointing municipalities may, by virtue of local law, establish special residency requirements.


Instances where the Nassau County residency requirement is waived will be specified in detail in the Residency section located in the body of the examination announcement.


Fees


NON-REFUNDABLE Processing Fee must be submitted for each separately numbered examination for which you apply. This fee must be paid by credit or debit card. Applications submitted without proper payment will be rejected without review.


Application Fee Waiver: A waiver of application fee will be allowed if you are unemployed and primarily responsible for the support of a household; or you are eligible for Medicaid, or receiving SSI or Public Assistance; or are certified Job Training Partnership Act/Workforce Investment Act eligible through a State or local social service agency. Active-duty military service members and veterans are exempt from the payment of application fees. All claims for application fee waiver are subject to verification. If you can verify eligibility for application fee waiver, choose the Fee Waiver option when prompted to submit the application processing fee.


NOTE: See Item No. 6 of General Information regarding additional credits for veterans, and for children/siblings of firefighters/police officers who qualify under Sections 85A/85B of Civil Service Law. If you believe you qualify for such credits, answer Yes to the applicable question in the application.


Subject of Examination / Language


This examination will consist of two parts:



  1. A rated evaluation of training and experience; and

  2. A qualifying Spanish language oral proficiency test. You must pass both tests in order to be eligible for appointment. Only your rating on the evaluation of training and experience will be considered when computing final scores.


Training and Experience Evaluation: There will be no written test for this examination. If you meet the minimum qualifications, you will be rated based upon an evaluation of your training and experience against the duties of the position being tested.


Candidates must first complete an online examination application and electronically submit it to the Nassau County Civil Service Commission.


Language Proficiency


The language oral proficiency test is designed to evaluate the candidate's proficiency in Spanish at a level appropriate for the position. A level 2 proficiency is required to pass the qualifying oral proficiency test. This is a pass/fail test.


Only a sufficient number of candidates needed to fill present vacancies will be called to take part in the qualifying portion. As vacancies occur, other successful candidates may be invited to take the oral test.


It is the responsibility of the candidate to notify the Commission in writing of any change of name, address, email, or phone number, indicating examination number and title and your SSN.


General Information



  1. Apply online; the Commission does not accept responsibility for non-delivery or delays of emails due to issues with your email account. The Commission reserves the right to reject for lateness or to accept applications filed after the advertised filing period.

  2. The burden of establishing qualifications rests with the applicant. Where required, certificates, licenses, and military separation papers (DD214) must be submitted with the application. Official transcripts must be submitted if required.

  3. Examinations may be subdivided; notice will be given in instructions.

  4. Eligible lists establish for four years unless the Executive Director deems otherwise. Background checks may be required for appointment.


Fingerprinting


Appointment to certain positions may require a fingerprint check for criminal history record; you will be instructed where/when and may be responsible for fees.


Additional Credits


Veteran’s Credits: Non-disabled vet Open: 5 points; Promotion: 2.5 points. Disabled Vet Open: 10 points; Promotion: 5 points.


Sections 85-A & 85-B: Children of firefighters/police officers killed in the line of duty and siblings of such personnel may receive additional credits. Ten points for original appointment in the same municipality. Eligibility and documentation details provided in the General Information portion and the civil service law.
