Description
The City of Livermore is currently accepting applications for Librarian II with the Livermore Public Library in Teen Services. This position may be filled at either level I or II, based on the level of experience of the candidate. Definition
Under direction, the Librarian II provides information services to the public; develops and maintains a portion of the library materials collection; supervises special tasks; may plan, develop, operate, or supervise a small work unit of the library; and performs other duties as assigned.
Distinguishing Characteristics
This is a journey level professional librarian position which performs professional level work and specialized librarian duties. Incumbents may be responsible for planning, organizing, and implementing specialized programs, such as youth services, electronic services, or collection development. Adequate performance at this level requires knowledge of library and department policies, procedures, and activities and the solution of problems using tact and good judgment. This classification is distinguished from Librarian I which is the entry level classification in the Librarian series. It is further distinguished from the Supervising Librarian classification which performs the most complex professional work and supervises employees and functions of a major section of the library.
Supervision Received
Direction is provided by a Supervising Librarian.
Supervision Exercised
May provide lead direction to Library Aides, Library Clerks, Library Assistants, Librarian I's, temporary employees, or volunteers in their assignments and prioritizing their work.
Examples Of Important And Essential Functions
General Library Duties
Answers inquiries from the general public or interested parties as assigned; assists patrons in the selection of appropriate reading and serves as resource person in area of specialty; assists in information transfer utilizing all available media and sources through service at a public desk; assists in maintaining order and discipline in the observance of library rules and regulations; leads library outreach activities; performs routine statistical work; reports on progress of assigned work or any suggested change in the manner of performance of assigned duties; prepares and establishes community based library programs; reviews, selects, and maintains collections of books and other library materials; assists in some phase of long and short range planning activities as related to library functions; and may be assigned to work in an age level program, a specialized program, or at the information desk.
Communication and Interaction with the Public and Co-Workers
Courteously interacts with the public in person, through electronic communications, and on the telephone; consistently promotes good customer relations with library patrons, other agencies, and City departments; assists library patrons with inquiries and daily library business in a congenial, patient, and professional manner; encourages and demonstrates an enthusiastic, resourceful and positive customer service attitude; communicates effectively, both orally and in writing; works in any age level program of the library; develops, plans, and implements programs for a work unit; supervises staff assigned to work unit; answers questions and resolves basic operational problems; works with volunteers; and attends special meetings and serves as special consultant in respective skill fields.
Computer Applications
Uses a computer to perform such functions as: utilization of online resources; operation of specialized library software; database, word processing, spreadsheet, and Windows operating system; and operation of specialized library equipment such as microfilm readers.
Job Related And Essential Qualifications
Demonstrated Knowledge of:
Library science theory and practice with emphasis in the following areas: public library philosophy and library operating techniques; reference materials and their use; library material evaluation and selection techniques; principles and practices of supervision; research and retrieval techniques; library automation; age level programming including children and young adults; effective communication techniques; effective training techniques; department policies, practices, and terminology; computer operating systems and computer software to perform word processing, database, spreadsheet, and other specialized functions; website maintenance; and principles and practices of exceptional customer service.
Demonstrated Skills To
Instruct patrons in the use of library services and resources; retrieve information from print and online resources; effectively transmit information to the public; write clear and concise letters, memos, reports, and press releases; organize, implement, and lead activities and projects of an assigned section/team; communicate effectively, both orally and in writing; relate effectively to those contacted in the course of work; plan specific programs such as, children's activities, outreach, or reference; direct, control, and evaluate a program assignment; develop good public relations for the library; tolerate interruptions and work well under pressure; initiate, recommend, and implement new procedures to improve operations; prioritize and schedule work assignments; supervise and plan the work of others; and exemplify an enthusiastic, resourceful, and effective service attitude with the public and co-workers.
Ability To
Effectively apply the required knowledge and skills in the daily performance of assigned duties; use initiative and independent judgment within specified guidelines while performing routine duties; operate library and office equipment; read, comprehend and interpret a variety of written materials including library policies and practices; and be flexible and adapt to changing conditions.
Experience, Education, and Training Guidelines
Skills
Any combination of experience, education, and training that would provide the best qualified candidates. A typical way to obtain the knowledge, skills, and abilities would be:
Experience: Two years of professional level librarian experience equivalent to the Librarian I. Public library experience is desirable.
Education: Equivalent to a Master's Degree in Library Science, Library and Information Science, or a related field from an accredited college or university.
Training: Any recent training such as academic courses and certification programs which are relevant to this job classification.
License: Possession of a valid California Driver's license and a satisfactory driving record.
Other Requirements: Willingness and ability to work scheduled and emergency overtime and be available on call, as required; attend evening meetings; and travel out of town and attend workshops, conferences, and seminars during work and non-work hours.
Special Requirements: Essential duties require the mental and/or physical ability to see well enough to read fine print; converse by telephone, in person, and to large groups and be clearly understood; stamina to work additional hours to meet deadlines and attend night meetings; operate a computer keyboard; stoop, bend, reach, and stretch; and strength to safely lift and carry up to 40 pounds.
