Overview

Nature of Job: This is varied and highly responsible technical work in support of the Bay County 800 MHz Public Safety Radio System which provides integrated radio communications to law enforcement, fire, emergency medical, emergency management, public works, and other essential entities within the County. This position performs a variety of support services for all agencies who are users of the 800 MHz Public Safety Radio System, including guidance for purchasing radio equipment, troubleshooting radio system equipment, and FCC licensing assistance. Primary responsibility is to ensure the operational readiness of the 800 MHz radio system and related infrastructure. Work is performed under the direction of the Emergency Management Division Chief.

Responsibilities

  • Assists in providing oversight and ensuring the operational readiness of the Bay County 800MHz Communications System.
  • Assists in the installation, maintenance, programming and repair of two-way communications equipment.
  • Assists in the installation, maintenance, programming and repair of Public Safety related electronic equipment.
  • Assists in the system administration duties including management of databases related to the Bay County 800MHz Communications System.
  • Assists in updating and maintaining FCC and FAA licenses and databases.
  • Communicates with users and maintains records of reports of system problems.
  • Coordinates and oversees repairs and maintenance on radio system by vendors.
  • Updates and maintains FCC and FAA licensing as needed.
  • Maintains an on-call status and responds on short notice to reports of system problems.
  • Remains abreast of emerging technology relevant to public safety radio systems.
  • Establishes and maintains cooperative, productive, and effective working relationships with user agencies.
  • Maintains a positive customer service attitude at all times.
  • Effectively communicates technical information in ways that all parties are able to comprehend.
  • Fulfills role as an Emergency Management team member during times of EOC activations.
  • Performs other related duties as assigned.
  • Regular reliable full-time attendance as scheduled.

Qualifications

  • Graduation from an accredited college or university with an Associate’s degree with major course work in electronics, computer science, management information systems, electrical engineering, or a related field.
  • A minimum of five (5) years’ professional experience that includes management of a trunked simulcast 800 MHz radio system, installation and maintenance of public safety radio systems equipment, and radio systems database management. ISCET CET (or equivalent) certification is desired.
  • Vendor specific experience and training for Motorola SmartNet equipment is preferred.
  • Must be able to comprehend, speak and read the English language.
  • Must have and maintain good interpersonal and communication skills to deal with the public.

Licenses and/or Certifications

  • ISCET CET (or equivalent) certification is preferred.
  • Possession of or ability to obtain a valid Florida driver license upon offer of employment with a driving record acceptable to the County Driving Policy and insurance program.

Knowledge, Skills, and Abilities

  • Knowledge of basic electronics installation, maintenance, programming and repair including knowledge of best practices and safety.
  • Knowledge of record keeping methods, practices and procedures.
  • Knowledge of business English, spelling, punctuation, and math.
  • Knowledge of modern office practices and procedures.
  • Knowledge of fiber optics, computers, networking, and programming as it applies to radio communications.
  • Must have good interpersonal and communication skills to deal with public.
  • Outstanding project management and organizational skills.
  • Excellent oral and written communication skills.
  • Expertise in the use of MS Word, Excel, and Outlook is essential.
  • Skilled in the use of diagnostic tools and equipment required in the field of electronics.
  • Skilled in the use of computers and associated programs and applications necessary for successful job performance.
  • Ability to manage and maintain database functions of public safety radio systems.
  • Ability to troubleshoot and maintain public address systems, emergency lighting, and other electronic equipment.
  • Ability to work with schematic diagrams, blueprints, and service manuals.
  • Ability to analyze and diagnose system malfunctions and initiate solutions to correct issues.
  • Ability to establish and maintain effective working relationships with user agencies and the general public.
  • Ability to work with minimum supervision.
  • Ability to complete required assignments on time.

Physical Requirements and Environmental Conditions

Work is performed both indoors and outdoors in varying and adverse weather. Work requires moderate exposure to one or more disagreeable conditions (i.e., irate customers, inclement weather, excessive noise, extreme temperatures, odors or dust). Position is subject to being on-call and is required to provide immediate response to reported problems.

This position requires some exposure or risk to physical health and/or physical safety (e.g., exposure to environmentally hazardous material, heavy equipment, etc.). This position may require the use of Personal Protective Equipment (PPE) and may include completing and successfully passing medical evaluations.

Stooping, sitting, crouching, walking, pulling, lifting, grasping, climbing ladders and lifts, hearing, seeing up close, seeing far away, kneeling, reaching, pulling, talking, standing, finger movement, repetitive motions, depth perception. Ability to lift and carry equipment up to 100 pounds; manual dexterity and mobility; intermittent exertion when performing duties.
