Objective
The Proposal Writer II is responsible for developing clear, persuasive, and high-quality proposals in response to Requests for Proposals (RFPs) and other client inquiries. Working closely with subject matter experts, marketing, and operations teams, this role plays a key part in communicating the organization's value proposition and supporting business development efforts. The Proposal Writer II ensures all submissions are customer-centric and compelling, aligned with client requirements and brand standards.

  • Work with the centralized proposal team and other key stakeholders to create a streamlined proposal creation and writing process based on modern best practices.
  • Build trust with pursuit teams with clear communication on roles, responsibilities, and processes, consistently meeting deadlines, and leveraging each contributor's strengths to assemble compelling deliverables.
  • Write, edit, and aggregate win themes and compelling proposals, RFP responses, and supporting documents that emphasize a differentiated value proposition for complex service engagements and will resonate with potential clients.
  • Lead the end-to-end proposal writing process, including drafting the overall proposal narrative, facilitating writing work sessions, and guiding technical teams to develop clear, concise, and compelling content for the scope of work and approach sections; ensure timely content development by tracking contributions and maintaining alignment with RFP requirements.
  • Draft technical content in partnership with the delivery team and subject matter experts.
  • Keep centralized repositories up to date, ensuring "winning" proposals, infographics, and presentations are easy to find, and reduce the sales lifecycle timeline.
  • Proficiently utilize AI tools to support the proposal writing process, including content generation, RFP analysis, customization, formatting, and quality control, to enhance efficiency, creativity, and compliance.
  • Continuously educate key stakeholders on lessons learned and successes to foster a culture of winning, growth, and innovation.
Supervisory Responsibilities
  • Provides leadership, coaching, and/or mentoring to a subordinate group.
  • May act as a lead or first-level supervisor.
Work Requirements

Employment with HORNE is contingent upon satisfactory completion of the firm's employment screening process. Work Environment
Position may be performed onsite, hybrid, or remotely. Team Members approved for hybrid or remote work must meet environmental and connectivity requirements per policy standards.

Anticipated travel is less than 10% annually, according to business needs

Required Education and Experience
  • Bachelor's degree in English, Journalism, Communications, Marketing, or a related field.
  • 2 to 4 years of experience in proposal writing or a similar role.
  • Strong understanding of business development and RFP processes.
  • Excellent writing, editing, and proofreading skills with a keen eye for detail using Associate Press style.
  • Ability to manage multiple projects simultaneously and meet tight deadlines.
  • Experience working under general supervision with the ability to handle moderately complex issues.
