Note: This position is a temporary, time-limited grant-funded position in response to the 2025 Central Texas Floods declaration. FEMA grants fund mental health assistance and training activities in affected counties.
Responsibilities
The Media/Data Specialist will assist in the development and implementation of Local Mental/Behavioral Health Authority disaster communication strategy, including media outreach and social media content creation; research and create content for broadcast messages, websites, public service announcements, infographics, and other digital psychoeducational materials. The position acts as the subject matter expert on design, development, dissemination and distribution of accurate and timely disaster communications information. Duties include but are not limited to:
- High-frequency, short turnaround updates for Local Mental/Behavioral Health Authorities and HHSC leadership
- Coordination of DBH press/media release and social media content
- Oversee the design and development of illustrative, photographic, or audiovisual service materials (tipsheets, outreach flyers)
- Oversee and manage data collection activities from LMHAs to report to FEMA
Additional responsibilities include writing, editing, and coordinating design for internal and external CCP publications, media, website content, and marketing collateral; assisting in event coordination and branding; and managing paid media channels to promote the CCP. The position also serves as a media liaison for inquiries and pitches in collaboration with project leadership.
The Media/Data Specialist communicates effectively, makes presentations, and collaborates with agency leadership and external stakeholders. May serve as a lead providing direction to others and works under minimal supervision with considerable latitude for initiative.
Essential Job Functions (20%): Oversees research, writing, editing, and production of informational material for release to internal and external audiences; maintains communication with external audiences through webinars or mobile communications.
(20%): Ensures adherence to federal disaster program policies, procedures, statutes, and regulations; delivers consultative services and technical assistance to agency leadership; uses independent judgment to resolve challenges.
(20%): Monitors performance reports, analyzes program operations, prepares reports with findings and recommendations; coordinates with community and professional groups to meet disaster-related behavioral needs.
(20%): Develops and implements methods for evaluating the federal disaster program; oversees CCP data collection activities; liaises with LMHAs and SAMHSA; reports to leadership; identifies training needs.
(20%): Develops communications updates, coordinates press content, and develops visual materials to disseminate information about disaster services; facilitates communication between Behavioral Health Services and audiences.
Knowledge, Skills, Abilities
- Knowledge of overall program, including federal and state guidelines, regulations, programs, policies and procedures.
- Knowledge of webinar programs and software for communication and telehealth delivery.
- Skill in responding to disasters or critical incidents in a behavioral health environment and working within grant parameters.
- Skill in project management and leading project teams; coordination with multiple stakeholders and oversight of contracted providers.
- Skill in using PC applications (Visio, MS Word, PowerPoint, Excel, MS Project or similar).
- Skill in written and oral communication, including public presentations and translating technical information for general audiences.
- Skill in establishing communication platforms to ensure contracted providers are compliant with guidelines.
- Ability to gather, analyze facts; devise solutions; conduct research; prepare reports; develop and interpret policies and procedures.
- Ability to work cooperatively in a fast-paced, deadline-oriented environment.
- Ability to communicate effectively and train, lead, assign, and prioritize staff workloads.
- Ability to provide senior-level communication and technical assistance for federal disaster needs.
- Ability to function as community liaison to agency leadership and ensure disaster requirements are met.
- Ability to travel up to 30% or as needed.
- Ability to work hours outside 8:00-5:00 as needed, including nights, weekends, and holidays.
Qualification Notes
- Current Driver’s License
- Graduation from an accredited four-year college or university with major coursework in business administration or related field, plus one year of experience in communications. Graduate-level education may substitute for experience.
Additional Information
Positions are temporary and will be filled after a disaster declaration. Telework is possible under agency policy; this position is not fully remote. Candidates must reside in the Austin Metropolitan area.
