Overview

This position is located in Wisconsin and may be performed remotely within the state. Candidates must be WI residents or willing to relocate to WI at their own expense prior to starting. The role supports a high-profile web application project within the Child Care and Child Welfare (CCCW) section of DCF, including an Enterprise-wide migration to a unified authentication platform using Okta. Strong experience with OIDC and implementing secure authentication flows and API access tokens is preferred. The project portfolio includes .NET MVC and .NET 8 web applications, some JavaScript, Blazor, and Kendo UI components, with modernization of legacy mainframe applications to web applications using ASP.NET MVC with C#, WebAPI, n-tier architecture, and SQL Server. The candidate will join an existing team and work on other projects as needed.

Responsibilities

• Collaborate with the team to design and develop front-end and back-end components of web applications.
• Perform requirements analysis, system design, and development of web applications using JavaScript, ASP.NET MVC with C#, SQL Server, DB2, and Oracle.
• Participate in interactive code reviews and implement quality code using Test-Driven Development (TDD).
• Contribute to production support and maintain technical documentation.
• Assist with automated testing, and leverage CI/CD practices (GitLab, Jenkins, or similar).
• Work on projects related to authentication, identity management, and secure API access (Okta and OIDC).
• Maintain knowledge of DCF programs and familiarity with Wisconsin CARES and Child Care applications.

Qualifications

• Required Skills: MySQL
• Preferred/Additional Skills: experience with automated testing methodologies, GitLab or Jenkins or other CI/CD platforms, strong TDD experience, familiarity with DCF programs, Wisconsin CARES system, and client application development standards.
• Technical Experience: .NET MVC and .NET 6+ (including MVC), WebAPI, C#, SQL Server; exposure to VB.NET Web Forms is noted in the context of the existing environment; modern web stacks including JavaScript, Blazor, and Kendo UI; familiarity with IIS.
• Other: DB2, COBOL mainframe modernization, xPression, iOS/Objective-C/Swift, front-end UI design, and front-end frameworks such as Angular, React, Vue.js, Alpine.js, Blazor Server, or similar.
