Position Duties / Responsibilities
- Serves as Operations Project Manager for Operations and Maintenance of the navigation projects and is the district focal point and public/customer interface on matters related to the O&M of the projects.
- Coordinates and integrates the development of project management plans including schedules, budgets, work breakdown, and construction quality control plans for routine operations and maintenance actions.
- Updates PROMIS/PPDS scheduling information for assigned projects and ensures accuracy of budget estimates and CEFMS cost data for District Civil Project Review Board presentations.
- Disseminates current schedules, budgets and issues to functional elements and Project Management Division and reviews execution of projects related to responsible Operations and Maintenance projects when assigned to other district elements.
- Ensures adequate cross-functional input from planning, project management, engineering, construction, real estate, legal and other internal disciplines.
- Negotiates and analyzes facts to resolve problems of major significance; integrates all facets of assigned projects including technical or environmental issues, potential delays, contract awards, claims, and regulatory permit applications.
- Provides technical direction for all matters related to Operations and Maintenance of navigation projects. Drafts scopes of work for acquisition of O&M contracts, including dredging.
- Monitors channel conditions and shoaling to inform contract formulations; works with the Dredging Team to formulate dredging orders; orders surveys of the harbor as necessary.
- Makes periodic site visits to observe conditions, progress, construction methods, and QA/QC effectiveness.
- Provides guidance to other OPMs under the direction of the Section Chief for tasks and projects related to Navigation Operations and Maintenance.
- Bears responsibility for long-term dredge material disposal management plans for assigned O&M projects.
- Qualifications and responsibilities may include other duties as assigned related to O&M of navigation projects.
