Summary: The External Affairs Bureau at SFPUC oversees legislative and policy activities, communications, community engagement, community benefits, and environmental justice programs. The Communications Division guides the SFPUCs brand and promotes programs, initiatives, and services to internal and external stakeholders with a focus on equitable, open and timely communication. Role Description The Senior Communications Manager for Water leads a diverse team supporting SFPUCs water operations across Northern California. Responsibilities include developing and executing campaigns to increase awareness, elevate perception, and drive strategic messaging for the agencys water programs and projects for internal and external audiences. This includes creative, robust, and culturally competent outreach for major construction projects, brand public relations, program/project marketing, crisis communications, and leadership of the Water Communications Team. Essential Duties Develop and execute effective communications strategies (internal and external) for water utility projects, programs, and operations. Use metrics to track effectiveness and present findings to executive leadership. Design and implement outreach for major construction projects across Northern California. Plan, implement, and supervise events related to departmental activities (e.g., construction groundbreakings, townhalls, ceremonies, and special events). Mentor and lead a team of five direct reports serving diverse communities. Prepare speeches for senior water executives and other agency leaders. Address public complaints or oversee responses. Participate in after-hours on-call rotation to provide public information during emergencies and repairs (e.g., water main breaks). Create and edit reports, policies, brochures, and other public materials; may serve as publications editor and coordinate publication processes. Revise and update departmental publications regarding service or facility changes. Represent the department to media and external groups when needed. Develop and coordinate strategic public relations campaigns with community partners and other City departments. The Class 9251 performs other duties as assigned. Qualifications
Education:
Possession of a baccalaureate degree from an accredited college or university. AND Experience:
Five years of experience in public affairs, public/media relations, community relations, international relations, or related field. Substitution:
Additional qualifying work experience may be substituted for the required education on a year-for-year basis.
