Federal Bid and Proposal Writer (Fairfax, VA HQ)
MANDEX currently has a need for the Federal Proposal Writer based in Fairfax, VA, Headquarters. The Federal Proposal Writer plays a pivotal role in driving the proposal development process. This position involves developing, writing, and reviewing proposals while ensuring compliance with government contract regulations.
The Federal Proposal Writer will collaborate with the Capture Manager, business development teams, and executives to develop proposal content that meets all requirements, maintains high quality, and positions the company for success.
The salary range for the position is $59,000-$70,000, depending on experience and qualifications. No work from home is authorized.
Required qualifications to be successful in this role:
- Proposal Development & Writing:
- Prepare proposals by gathering and formatting information, writing drafts, and obtaining approvals.
- Analyze RFPs, RFQs, and other solicitation documents to ensure full understanding of client needs and requirements.
- Work with subject matter experts (SMEs) and project managers to develop and write clear, persuasive, and technically accurate proposals.
- Develop proposal components including executive summaries, conclusions, company introductions, past performance narratives, and resumes.
- Write and revise content to ensure clarity, accuracy, and alignment with customer needs.
- Proposal Process Management:
- Manage the entire proposal lifecycle, ensuring deadlines are met and content is developed according to proposal schedules.
- Coordinate and track proposal development activities, including information gathering, writing, review, and approval.
- Lead proposal kickoff meetings and provide guidance to the proposal team on strategies, logistics, and responsibilities.
- Monitor the status of proposal components, ensuring all pieces are submitted in a timely and organized manner.
- Compliance & Quality Assurance:
- Ensure compliance with all government solicitation requirements, including proposal structure, content, and format.
- Maintain adherence to proposal-writing standards, including readability, consistency, and tone.
- Use templates and maintain proposal support databases to facilitate quality control and proposal consistency.
- Edit and proofread proposal content to ensure accuracy, consistency, and alignment with federal contracting regulations.
- Collaboration & Communication:
- Collaborate with SMEs, engineers, sales teams, and executive management to gather technical content and insights.
- Communicate proposal status updates, risks, and issues to stakeholders.
- Incorporate visual elements such as charts, diagrams, and graphics in collaboration with graphic designers to enhance proposal content.
- Content Library & Knowledge Management:
- Actively maintain a library of reusable proposal content, past performance data, and best practices.
- Track and report on the status of all proposal components and document lessons learned to improve future submissions.
- Proposal Team Support:
- Provide support to the Proposal Team.
- Assist with proposal-related tasks, offering guidance and feedback to team members to ensure high-quality output.
- Bachelor's Degree, preferably in a technical discipline or English, Communications, and/or Project Management/Business.
- 3+ years of federal government proposal writing experience.
- 2+ years of government contracting or federal proposal development experience.
- Experience with government contract regulations and policies.
- Proficiency in Microsoft Office Suite (Word, Excel, Teams, PowerPoint).
- Proficiency in Business Development Software, such as Visible Thread, that assists in the shredding of RFPs, RFQs, RFIs documents into compliant proposal response volumes with all required responding outlines, including Table of Contents, Indices, and Listing of Abbreviations/acronyms.
- Familiarity with Federal Government business intelligence software, such as Deltek GovWin, and familiarity with federal government solicitation websites, such as SAM.gov, GSA e-Buy, PIEE, and others.
- Experience with graphic design software (e.g., Adobe Creative Suite, particularly Photoshop).
- Ability to pass a background and drug screening.
- Experience in specific industry sectors (e.g., Financial Management, Cybersecurity, IT, Healthcare).
- Knowledge of graphic design principles and Adobe Acrobat Professional.
- Association of Proposal Management Professionals (APMP) Certification (Foundation or Practitioner Level).
- Exceptional writing, editing, and proofreading skills with keen attention to detail.
- Strong research and analytical abilities, with the capability to translate complex technical concepts into straightforward, compelling content.
- Ability to work with team members to execute high-priority proposals under tight deadlines.
- Strong ability to focus and organize with outstanding results.
- Excellent interpersonal and communication skills to collaborate effectively with cross-functional teams.
This position reports to senior management and has discretionary decision-making authority. It requires the ability to handle multiple proposals at once while maintaining the highest standards of compliance, quality, and timeliness.
