Project Details

This position will work closely with the DNR Radio Program staff. The staff consists of Radio Specialist, Radio System Administrator, Inventory Specialist, Tower Specialist, and Frequency Coordinator. This team provides radio support across the DNR supporting the State Forests, State Parks, Natural Heritage Conservation, Wildlife, and other Forestry programs. The Radio Program supports radio needs for fire suppression, prescribed burning, special events, administrative business, and public safety needs. The program coordinates with WI State Patrol BNEDI technicians for some backbone maintenance. The DNR maintains three repeater systems: Networked (statewide, wildfire-focused), Brown (State Forest and State Park), and Golf (Wildfire operations). The DNR supports approximately 150 repeaters across 120 radio sites and maintains and supports approximately 2000 handheld and mobile radios.

Additional details: Preferred position locations include Green Bay, Black River Falls, Tomahawk. Flexibility to accommodate the right fit.

Responsibilities and Work Activities

Under the general supervision of the DNR Radio Specialist, provide specialized technical and comprehensive support, consultation, and training on P25 and analog conventional radio systems owned and operated by the DNR. Primary responsibilities include configuring, maintaining, and installing radio systems and related technologies, and assisting in developing, recommending, and implementing standards for radio systems across multiple DNR divisions. Manage DNR radio systems including repeaters, handheld radios, mobile radios, vehicle repeaters, base stations, and other radio technologies. Provide guidance on interoperability of radio equipment and frequencies, assist in development of purchase requests for radio systems and equipment, and assist in administration of FCC frequencies licensed to DNR. Perform duties such as monitoring and responding to trouble/help tickets, yearly maintenance and programming, assisting DNR customers with radio requests, installing vehicle and office radios, and other technical work to maintain a statewide fleet. Extensive field work and travel are required. This role is considered a statewide asset and will support radio needs for wildland firefighting and public safety, working closely with the DNR Radio Program and other DNR facilities, DOA facilities management, and vendors in lifecycle management of radio-based systems. The person assigned will direct vendors when required.

The DNR Radio Program comprises:

  • Up to 4000 customers, from 3 DNR Divisions
  • Approximately 100 DNR offices
  • Radio Inventory: ~1500 handheld radios, 20 aviation radios, ~750 mobile/vehicle radios
  • Infrastructure: ~60 towers, ~158 repeaters

Goals and Work Activities

  • Service and maintain DNR owned Radio equipment
  • Utilize test equipment including multimeters, radio service monitors, antenna analyzers, power meters, and other radio test equipment
  • Assist with programming radios across the DNR
  • Assist with firmware updates to radios across the DNR
  • Assist with equipment maintenance at DNR owned tower sites when required
  • Partner with vendors and DNR employees to ensure systems align with industry standards
  • Coordinate with the DNR Radio Program Administrator for dispatch or aviation radio issues
  • Assist DNR Radio Program Tower Specialist with supporting needs
  • Assist with development and installation of radio communications systems state-wide
  • Assist with installation of new DNR radio systems when required
  • Install mobile radios in DNR vehicles when required
  • Install base stations in DNR owned or leased facilities when required
  • Maintain inventory of all Code Plugs and programming for radios
  • Coordinate with the DNR Radio Program Frequency Specialist for proper frequency usage
  • Assist with on-site radio asset management
  • Assist with site surveys to review existing radio systems and identify needs for changes or budget planning
  • Assist as point of contact for emergency backup resources in event of systems failure
  • Coordinate with the DNR Radio Program Inventory Specialist to ensure assets are captured in the inventory system

Provision of training and technical assistance for all radio communications systems and equipment, department-wide

  • Maintain a working knowledge of radio systems and provide consulting, recommendations, and training to department users and facilities
  • Establish relationships with industry professionals, vendors, equipment manufacturers, and service providers to stay current with technologies
  • Assist with feasibility studies, cost-benefit analyses, and budget planning for radio systems, equipment, and services
  • Respond to information requests with technical expertise on radio operations, services, and equipment
  • Assist with formal project reports, questionnaires, surveys, and presentations to management and stakeholders
  • Assist with customer training as required

Interchange of information beneficial to the department

Act as a liaison between department users and Radio Program staff; maintain liaison with other agencies to share information on common problems and to leverage expertise. Attend appropriate trainings and publications to maintain a high level of expertise in radio technologies and stay up-to-date with industry changes. Attend product demonstrations to stay familiar with new hardware and software developments. Share technical skills with other staff.

Job Knowledge, Skills, and Abilities: Knowledge of radio equipment and digital/analog conventional radio systems; knowledge of radio operation procedures; FCC licensing procedures; radio programming; fleet management of portable batteries; Windows OS, MS Office; networking concepts including switches, routers, and firewalls; cabling of network-attached equipment (copper and fiber); strong verbal and written communication; conflict resolution; ability to work independently or in a team; time management and juggling multiple projects.
