Job Description
City of Norfolk Department of Parks & Recreation is seeking a Recreational Specialist to be responsible for the development and implementation of music programs, leading classes, and promoting overall wellness. This position will provide facility oversight, ensure a safe and enjoyable environment for participants, and provide positive community engagement for healthy lifestyles.
Essential Functions
- Assists in planning, implementing, and evaluating performing arts programs and daily activities for youth, teens, adults, and seniors.
- Develop, organize, and conduct musical classes in at least two different mediums.
- Assist with developing and implementing fee-based class structures to contribute to the cultural growth of individuals through musical programming.
- Assist with the management of daily operations of the facility by scheduling and monitoring volunteers and employees, compiling figures and preparing reports, providing lesson plans, program planning, and collecting fees.
- Market programs by creating flyers/announcements to the community, submitting press releases, and serving on committees for the planning and marketing of events.
- Interact with and develop a positive relationship with the public by responding to inquiries, contributing to the growth and development of students and volunteers.
- Perform related duties by carrying out administrative responsibilities, transporting patrons, submitting initiatives, providing input on budgetary spending and revenue generation.
Education/Experience
Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with six months/one year of advanced study or training past the high school equivalency. Junior college, vocational, business, technical or correspondence schools are likely sources. Appropriate certification may be awarded upon satisfactory completion.
Preferred Qualifications
- At least six months to one year of advanced study in music or music education
- Experience in teaching music and music classes.
- Valid Driver’s License, First Aid, CPR Certification
Additional Information & Requirements
Location: Lakewood Athletic Office, 1612 Willow Wood Drive, Norfolk, VA 23509
Work Hours: Monday to Sunday; 6:00 a.m. - 12:00 a.m.; not to exceed 40 hours per week; flexible hours will apply including weekends, holidays, and special events.
Salary: Starting salary $42,629.

Retirement
If hired October 5 2010 or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre‑tax payroll deduction. If hired January 1 2022 or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre‑tax payroll deduction.
Tuition Assistance Program
The Tuition Assistance Program is established to encourage employees toward continued self‑development and education. Permanent full‑time and permanent part‑time classified, unclassified permanent, full‑time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
