Overview
Flatter, Inc. is looking for highly talented Instructional Systems Designers to support the mission of all FBI training units to provide training and professional development to the FBI workforce and our national security and law enforcement partners. Training Divisions provides direction and support to FBI Headquarters (HQ) and field divisions in the planning and execution of career development training, including curriculum, funding, instruction, evaluation, tracking, reporting, and implementation for the FBI workforce and partnering agencies.
The FBI requires curriculum development services that follow a systematic instructional systems design (ISD) process as detailed in the FBI’s Technical Manual for Training Development. The role demonstrates expertise in graphic design, web design, eLearning development, animation, and audio/video editing, and supports the strategic plan to bring awareness and recognition to the FBI.
Responsibilities
Provide curriculum development support services in line with the FBI Technical Manual and Standard Operating Procedures while implementing the Analysis, Design, Development, Implementation, and Evaluation (ADDIE) model of Instructional System Design (ISD).
Follow a systematic ISD process as detailed in the FBI’s Technical Manual for Training Development.
Follow the ADDIE model; instructional systems specialists and developers may be tasked with designing a course or curriculum.
Analyze training needs, conduct job task analyses, create meaningful learning objectives, map learning objectives to job tasks, select delivery systems, develop effective learning strategies, and conduct level 1, 2, and 3 evaluations.
Assist and ensure alignment between identified job tasks, learning objectives, and assessment items. Participate in the curriculum/test validation process.
Requires 10+ years of experience as an Instructional Systems Specialist.
Implementation of the ADDIE Model for Curriculum Development, including: ANALYSIS, DESIGN, DEVELOPMENT, IMPLEMENTATION, and EVALUATION phases, tailored to FBI curriculum development.
INDIVIDUAL Phases:
ANALYSIS: Define and develop a clear understanding of the training to be developed and the people to be trained.
DESIGN: Plan a strategy for developing the training, including course description, target audience, duration, learning objectives, instructional strategies, delivery medium, and evaluation strategy.
DEVELOPMENT: Create instructional materials for students and instructors, validate training, and finalize materials for multiple delivery methods (instructor-led, web-based, synchronous and asynchronous).
IMPLEMENTATION: Deliver instruction for traditional classroom or launch the course on FBI's VA for web-based training.
EVALUATION: Measure effectiveness and efficiency of instruction, with formative and summative evaluation throughout the process.

Workdays Monday – Friday
Work hours Core hours: 8:30 am – 4:00 pm
Travel As needed to support the mission.
