EN/VR Instructional Systems Designer (ISD)

Remote CTEC is a technology firm providing modernization, digital transformation, and application development services to the U.S. Federal Government. We work with agencies such as the Department of Homeland Security, Internal Revenue Service, and the Office of Personnel Management. We seek to hire an EN/VR Instructional Systems Designer to design, develop, and deploy online training modules that support the Ticket Program Manager (TPM) marketing, recruitment, and program knowledge objectives, including Beneficiary outreach, the Help Line, and the EN/VR Help Desk. The ISD will collaborate with subject matter experts, program managers, and outreach teams to deliver engaging, accessible training aligned with regulatory standards. Responsibilities

Design, develop, and implement interactive online training modules to support TPM marketing, recruitment, and program education objectives for Beneficiary outreach, Help Line, and EN/VR Help Desk programs. Collaborate with SMEs, program management, and communication teams to analyze learning needs and translate complex program requirements into instructional content. Conduct curriculum and content analysis to ensure alignment with program goals, messaging accuracy, compliance requirements, and learner needs. Utilize evidence-based instructional design methodologies (e.g., ADDIE, SAM) to structure course materials, create storyboards, and produce prototypes. Develop multimedia learning assets (video, audio, graphics, simulations, assessments) using industry-standard e-learning tools. Implement and maintain online modules within the organization’s LMS, ensuring accessibility and compatibility. Evaluate learner feedback and program metrics to measure effectiveness and recommend improvements. Ensure training materials adhere to Section 508 accessibility standards and applicable federal regulations. Maintain training documentation, version control, and project status reports; support periodic updates to modules as needed. Requirements

Bachelor’s degree from an accredited institution. 5–7 years of instructional systems design or equivalent e-learning development experience; government-focused experience is preferred. Proficiency with ADDIE and e-learning authoring tools (e.g., Articulate 360, Captivate, Camtasia) and LMS experience. Experience translating technical content into effective training with SMEs; strong communication and organizational skills. Thorough knowledge of Section 508 accessibility requirements and ability to implement them in online training development. Ability to manage multiple projects and meet deadlines in a fast-paced environment; focus on continuous improvement of e-learning solutions. Clearance requirements:
