Maryland Public Television, commonly known as MPT, is a regional PBS affiliate that broadcasts throughout Maryland and the District of Columbia, and into parts of Delaware, Pennsylvania, Virginia, and West Virginia. Headquartered in Owings Mills, MPT operates a full‑service advertising agency, called the Maryland State Ad Agency (MSAA), which serves the needs of Maryland state agencies seeking to communicate important messages through public service announcements and advertising. Campaigns include messaging about substance disorders (such as opioids), problem gambling, Covid‑19, state trooper recruitments and the state's 988 suicide and crisis lifeline.

Main Purpose of the Job The Marketing Services Manager performs managerial roles for nearly all production‑oriented activities associated with the Maryland State Ad Agency (MSAA), a division of MPT. This role provides production and traffic management for audio, video, and digital asset development and creation. The position oversees and manages internal and external professionals including artistic staff, videographers, editors, designers and producers. The manager is responsible for planning and managing all aspects of advertising and marketing from contracting with internal creative services staff and vendors to overseeing the execution of all production. The employee will develop, implement and manage production budgets, some in the millions of dollars, including content creation, procurement processes, vendor budgets and all other costs related to MSAA projects. Clients include Maryland State governmental agencies such as the Maryland Department of Health, Maryland Department of Labor, Maryland Emergency Management Agency, Maryland Department of Planning and others. This is a Special Appointment position and serves at the pleasure of the Appointing Authority.
Position Duties
Create production strategy, timelines and budget for each MSAA project.
Set the creative vision by defining the overarching creative strategy for client campaigns.
Manage and mentor a team of creative professionals.
Execute all aspects of client‑related marketing and advertising efforts.
Communicate with media partners/outlets on a regular basis.
Work with procurement team on creating and evaluating RFPs.
Minimum Qualifications Education:
Bachelor’s Degree in marketing, business administration or a related field.
Experience:
Seven (7) years of experience in marketing or a related field, Two (2) years of experience in a supervisory role.
Candidates may substitute experience for education on a year‑for‑year basis. Resumes will NOT be accepted in lieu of completing the online or paper application.
Licenses, Registrations and Certifications Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor‑vehicle operator’s license valid in the State of Maryland.
