The purpose of this classification is to oversee the coordinated geospatial activities of the respective partner organizations and is responsible for the operational management of the centralized KGIS office and provides strategic direction which allows KGIS to offer modern GIS solutions.

Essential Functions

Supervises, directs and evaluates assigned staff, processing concerns and problems, directing work, counseling, disciplining and completing team member performance reviews.

Prepares department budget, makes budget requests to the City of Knoxville, Knox County, Knoxville Utilities Board, and other partner entities; recommends capital and operational outlays by analyzing past and future expenditures and projects.

Maintains cost accounting and allocation systems to monitor and analyze expenditures.

Develops departmental short and long-term plans, monitoring staff progress toward goals and objectives.

Oversee formation, interpretation and administration of departmental policies, programs and procedures.

Advises users of participating organizations regarding methods and procedures to improve data management and mapping.

Identifies potential system users and partnerships, negotiating with others to provide services; communicates applications and capabilities to current and potential users/customers.

Evaluates internal and external applications and equipment; oversees acquisition and maintenance of departmental hardware and software.

Prepares and monitors contracts for vendors, consultants and contractors to ensure contract performance and compliance.

Guides KGIS staff in keeping up with new trends related to GIS technology and ensures the team has the technical capacity to deliver the required services.

Additional Job Functions

Respond to and report immediately if called upon by local, regional or central office supervisors, as part of a coordinated emergency response by the Knox County Health Department.

Ensure regular, punctual attendance during scheduled work hours.

Perform other duties as required.

Minimum Training & Qualifications

Bachelor’s degree in Computer Science, Geography or related field required.

Minimum of six (6) years’ related experience in GIS or related field.

Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities may be considered for employment into the position.
