General Purpose Performs responsible professional work in planning, coordinating and implementing all communication, marketing and public relations strategies for the Village.

Essential Duties and Responsibilities

Creates and implements communication strategies that are in line with the Village Council’s Strategic Priorities ensuring high-quality customer service, professional standards and quality controls.

Advises the Village Manager on all matters that involve the news media and strategic communications.

Advises Village Council on strategic communications and produces copy/content.

Manages communications, design and public relations consultants.

Works collaboratively with all departments to centralize communication initiatives through the Communications Division.

Serves as creative director for communications initiatives.

Serves as webmaster for Village web site.

Produces and edits video, photography and design using Adobe Premier, Adobe Photoshop and Adobe InDesign.

Produces video and photo shoots on a regular basis.

Creates communication strategies based on analytics provided by new Granicus Communications Cloud to provide information-based strategies for all departments.

Provides information to the public and media via press releases, print materials, social media, E-news, video and Village web site.

Manages branding and marketing initiatives.

Produces and edits a quarterly residential magazine.

Edits and approves copy, art and design for all Village departments.

Produces content, manages, reviews and/or edits social media for Village government, Pinecrest Gardens, Parks and Recreation and Police departments.

Evaluates and modifies digital communication strategies using digital media metrics tool.

Serves as a spokesperson and media liaison for all Village departments, including the Police Department.

Enhances community engagement efforts by establishing consistent, collaborative relationships with residents, business owners, schools, civic groups and media with existing and emerging communications tools.

Manages crisis and irregular operations to include natural disasters and negative publicity.

Promotes Village official initiatives through community outreach and media outreach initiatives.

Writes copy for departmental collateral material, conducts research, prepares reports, and correspondence.

Performs other related duties as assigned.

Minimum Qualifications Education and Experience:

Bachelor’s degree from an accredited college in a related field such as Public Administration or Business Administration and five (5) years of experience in Media Relations, Public Relations, Journalism or Public Affairs, or equivalent combination of education and experience.

Additional Qualifications

Must have a broad knowledge of public relations, media relations, public affairs, journalism and marketing practices and procedures; newspaper, radio, and television broadcasting policies and procedures, Sunshine and Public Records Laws.

Must be computer literate and proficient in Microsoft Office programs including Word, Excel and Outlook.

Must maintain high ethical, honesty and moral standards.

Must be prepared and available to work during a hurricane in the Village’s EOC.

Must be fluent in the English language. Bilingual in English and Spanish is highly desired.

Must be a non-smoker.

Applicants must complete all requirements established by the Village of Pinecrest for employment. This may include, but not limited to, a written examination, typing test, psychological screening to determine suitability for position, polygraph examination, comprehensive background investigation, and a job-related medical examination including a drug/alcohol screening test.

The minimum qualifications may be waived by the Village Manager.

Knowledge, Skills and Abilities

Ability to write, edit, and prepare publicity materials, news releases and articles for newsletters, newspapers, magazines, television and radio.

Ability to effectively make presentations and communicate using a variety of styles and techniques appropriate to the audience.

Ability to communicate clearly and concisely, both orally and in writing in the English and Spanish languages.

Ability to obtain and maintain a licensed driver status in the State of Florida.

Ability to work evenings and weekends, as needed.

Ability to perform several tasks at one time.

Ability to maintain a high level of organization.

Ability to prioritize duties and meet department goals and deadlines.

Ability to deal with confidential and sensitive matters and exercise discretion.

Ability and responsibility to effectively work independently, exercise discretion and independent judgment and maintain confidentiality and professionalism in the execution of duties.

Ability to get along with others and work effectively and courteously with fellow workers, officials, other agencies and the public.
