Background The discontinuation of the Demographic and Health Surveys (DHS) has created significant gaps in the global production of reliable, internationally comparable data on population, health, and social indicators. UNICEF’s Multiple Indicator Cluster Surveys (MICS) – implemented in over 120 countries and aligned with 22 of 23 SDG indicators previously monitored through DHS – represent a leading source of data on children and women. This consultancy will assess the extent to which MICS can and should respond to the changing global survey landscape, identifying conditions under which an expanded role would be viable and sustainable.
Scope of Work
Conduct a comprehensive analytical and strategic assessment of MICS’s capacity to fill gaps left by DHS.
Examine external positioning and internal readiness, including institutional, technical, and financial aspects.
Identify target countries and regions where MICS could feasibly fill data gaps.
Develop a strategic framework outlining policy, programmatic, and operational recommendations.
Prepare a business and sustainability plan for an expanded MICS role.
Terms of Reference / Key Deliverables
Inception phase: detailed work plan, stakeholder engagement strategy, key milestones (max 10 pages).
Technical Comparative Analysis: structured comparison of MICS and DHS methodologies, sampling, indicator coverage, and data quality (approx. 25–30 pages).
Country Readiness & Stakeholder Consultations: semi‑structured interviews, case studies, validation workshop (max 10–15 pages).
Business Plan & Resource Mobilization Strategy: financing, capacity building, sustainability recommendations (15–20 pages).
Policy Recommendations Report: executive summary, presentation materials (max 40 pages).
Dissemination: two webinars and 5‑page event summaries.
Qualifications
Advanced university degree in Social Sciences, Demography, Statistics, Epidemiology, or related technical field with significant measurement/analysis component.
At least 3 years of experience in statistics, national surveys, or global household survey programmes.
Proficient in advanced Excel, Word, PowerPoint, SPSS.
Native or near‑native proficiency in English; knowledge of another UN language an asset.
Excellent organizational, writing, interpersonal communication, and priority‑management skills.
