POSITION SUMMARY Under the direction of the Property Supervisor, the Community Manager II is responsible for the overall operation of the property, and the day-to-day implementation of policies, procedures and programs to assure a well-managed and maintained community within established management operating and fiscal policies and assuring compliance with regulatory agencies and investors. This includes developing a supportive environment for all residents, assuring sound fiscal management, maintaining an acceptable occupancy level, ensuring buildings and grounds are clean and well-maintained, managing onsite staff and their duties, interacting with and supervising vendors, and, if applicable, working with a Board of Directors. Responsibilities

Physical Asset and Maintenance/Janitorial Management: supervise maintenance and janitorial staff; supervise vendors/contractors; establish emergency maintenance schedules; schedule routine maintenance and inspections; ensure completion of preventive maintenance checklists; perform ongoing property inspections; inspect interior/exterior common areas; conduct unit turnover procedures; review and follow up on work orders; prepare capital replacement lists; prepare inventory; bid out and monitor vendor contracts; ensure compliance with municipal and fire codes; provide written recommendations for repairs/replacements; ensure quarterly safety inspections and maintenance requirements of Eden Housing are followed. Marketing and Leasing: maintain full occupancy; develop advertising/marketing programs compliant with regulations; manage waiting list and unit assignments; review rental applications and leases; supervise unit turnovers; conduct applicant interviews; collect deposits and rents per policy; obtain documentation and certifications; tour vacant units and property; assist in market surveys and prepare reports and budgets. Resident Management: participate in activities and meetings to promote community; maintain harmonious resident relationships; adhere to Fair Housing and equal opportunity requirements; manage resident requests/complaints; oversee evictions with legal guidance; chair resident meetings; coordinate with Resident Services; collect and review resident feedback; support resident organizations; represent the property with external agencies. Financial Reporting and Control: manage daily financials; collect rents and process transactions in YARDI; supervise deposits; review delinquent accounts; reconcile lease info with rent rolls; review income/expense statements; draft annual site budgets; maintain budget compliance; submit weekly vacancy/delinquency reports and monthly variance reports; document incidents; adhere to Eden Housing accounting procedures. Regulatory Requirements: maintain resident files and certifications; ensure regulatory compliance and timely reporting; provide requested reports. Administration: manage daily property office operations; maintain a professional and organized office; uphold performance standards; apply lease rules consistently; maintain property records and reporting; collect and analyze data; respond promptly to emergencies and assign staff accordingly; post licenses and notices; participate in trade associations as required. Personnel Management: hire, train, evaluate, motivate and discipline staff; conduct evaluations and consider promotions; coordinate staffing for maintenance; collaborate with Resident Services; approve timesheets; support staff development and training; handle workers’ compensation reports; ensure fair housing compliance; foster teamwork and respectful interactions. Housing Program: maintain services and activities as directed by governing documents, the Board, Eden Housing, or regulators. Other Community Management Tasks: assist during after-hours emergencies; schedule inspections; conduct monthly safety meetings; perform other duties as assigned. Supervisory Responsibilities: directly supervise staff, onboarding and training, performance management, and problem resolution; may travel to other communities as needed. Qualifications

Education and/or Experience : Two years’ experience in affordable housing management, including one year of staff management, maintenance and project management and reporting. Other Criteria : Oversees a minimum of 70 units. Preferred Skills and/or Abilities : Willingness to learn preventive maintenance; positive, energetic, and professional; strong integrity; excellent communication and customer service; proficient in Word/Excel; Yardi knowledge a plus; ability to manage multiple projects; second language a plus. CERTIFICATES, LICENSES, REGISTRATIONS : ARM certification preferred; HUD/CTCAC experience required; must obtain TCS and COS where appropriate within 12 months of hire. Language, Math & Reasoning Skills : Ability to read/write/speak effectively; ability to prepare budgets; basic arithmetic; interpret instructions and reports. Physical/Environmental Demands : Reasonable accommodations available. Physical requirements include sitting, standing, walking, lifting up to 50 pounds occasionally, climbing stairs, and reaching various heights. Vision, hearing, and concentration requirements apply; ability to manage multiple tasks in a dynamic environment. Work Environment : Moderate noise level; typical office and property-site setting.
