Moreno Cardenas Inc. (MCi) in El Paso, TX is seeking an experienced Proposal Writer with a strong background in engineering or technical industries to assist our team on a contract‑only, project basis.

The ideal candidate has hands‑on experience crafting compelling, compliant, and persuasive proposals for engineering, construction, infrastructure, or related technical services—whether for private clients or public/government RFPs.

Responsibilities

• Review RFP/RFQ documents and develop complete, compliant proposal responses.
• Collaborate with engineers and subject matter experts to gather technical information and transform it into clear, persuasive content.
• Draft executive summaries, technical approaches, past performance sections, and other proposal content.
• Edit and proofread submissions for clarity, accuracy, and consistency.
• Manage timelines and deliverables to meet hard submission deadlines.

Qualifications

• Proven experience writing proposals for engineering, construction, or technical projects.
• Strong understanding of RFP/RFQ processes (government or private sector).
• Ability to translate technical input into client‑focused, results‑driven narratives.
• Excellent writing, editing, and organizational skills.
• Comfortable working independently on a contract basis—not seeking full‑time employment.
• (Preferred) Familiarity with proposal tools such as Adobe, MS Office, SharePoint, or project management platforms.
