Technical Writer – Data Modernization Initiative

Position Description We are seeking a skilled
Technical Writer
to support a large-scale
Data Modernization Initiative (DMI)
within a major public health agency. This initiative aims to transform siloed and legacy data systems into a connected, resilient, and sustainable data ecosystem that empowers data‑driven decision‑making and public health response.
The Technical Writer will play a key role in documenting and improving IT processes, policies, and workflows that underpin this modernization effort. The ideal candidate is both analytical and creative — able to translate complex technical processes into clear, user‑friendly materials while identifying opportunities for process improvement and efficiency.
This position is ideal for professionals passionate about technology, data governance, and public service, with a focus on
Azure Cloud technologies, data integration, and IT modernization .
Responsibilities
Collaborate with IT, data, and operations teams to document existing systems, policies, and processes.
Develop clear, concise, and comprehensive documentation, including
process maps, standard operating procedures (SOPs), user guides, and technical manuals .
Analyze workflows to identify
inefficiencies, bottlenecks, and areas for optimization
within data and IT operations.
Present findings and actionable recommendations to IT leadership with supporting analysis and implementation steps.
Create and maintain
knowledge base articles, FAQs, and training materials
for internal and external users.
Design or update
process diagrams and visual documentation
using Visio or similar tools.
Manage version control and maintain documentation repositories in
SharePoint .
Serve as a liaison between technical teams and business stakeholders, ensuring technical concepts are translated into accessible language.
Support change management initiatives by developing communication plans and training content.
Required Skills/Education
Bachelor’s degree in
Information Technology, Technical Communication, Computer Science, or a related field .
3+ years of experience as a
Technical Writer or Documentation Specialist
in IT or data‑driven environments.
Strong understanding of
process improvement methodologies
and workflow analysis.
Proficiency with
Microsoft Office Suite (Word, Excel, PowerPoint, Visio)
and documentation tools.
Familiarity with
Azure Cloud environments ,
data governance , or
public health data systems
is a plus.
Experience interpreting and visualizing data to support business and technical decisions.
Strong
visual communication skills
for creating infographics, process visuals, and flowcharts.
Excellent
critical thinking, organizational, and communication skills , with attention to detail.
Ability to manage multiple projects, adapt to change, and collaborate in a diverse, cross‑functional environment.
