The State of Wisconsin is looking for one .NET Web Developer III to work 20 hours a week.

The Department of Natural Resources, DNR IT Custom Applications Section seeks to hire a Microsoft .NET Web Developer III to design, develop, test, implement and maintain features for applications in .NET and GIS in support of External Services Division (EX), Watershed Management. The developer needs to provide reliable, responsive support and updates to these systems. This work requires @20 hrs./week) work for a candidate with advanced developer skillsets and experience. There is likely opportunity for this position to have additional hours throughout the year.

- Advanced level application development skillsets including Analysis and Development within Microsoft .Net Framework.
- Coding experience in .Net framework, MVC including C#, VB.Net, JavaScript and Bootstrap.
- Experience with GIS, especially Esri JavaScript APIs.
- Experience developing applications with Oracle backend databases including experience writing stored procedures and SQL.
- Experience working in Visual Studio as well as Azure DevOps including repositories, version control, and deployments.
- Experience applying Object Oriented Design.
- Experience applying Standard Security methods to custom applications.
- Experience in SSRS for developing reports.
- Experience creating web API's.
- Experience following coding standards and best practices.
- Experience with testing tasks such as identifying test scenarios, test data setup, execution, and documenting test results.
- Experience utilizing the Systems Development Lifecycle (SDLC) and following IT Best Practices
- Experience resolving technical issues through debugging, research, and investigation.
- Experience following Iterative/Agile/Scrum Methodologies for completing projects from Initiation through Implementation and Maintenance.
- Excellent written and verbal communication skills.
- Collaborates with others and is a team player to ensure project success.
- Experience writing technical documentation.
- Experience with SharePoint.
- Experience working at DNR or in other Government agency.
- Orienting self to current applications by working with others
- Identifying a solution/design working in collaboration with project team members.
- Coding programs and applications using DNR standards and guidance for best coding and database practices, adhering to security requirements. This includes any integrations with other systems.
- Structure code to meet standards for efficiencies and maintainabiltiy.
- Testing the applications by documenting scenarios and test results using DNR approved tools and processes.
- Managing code and version control using Azure DevOps
- Assisting with deploying the web-based applications, batch jobs and reports.
- Working on priority tasks and keeping tasks updated with current status in Azure DevOps. Providing input on estimates/timeline for tasks.
- Implementation of user interface changes/bug fixes based on feedback from team, users and testers.
- Maintaining the backend Oracle database to support the needs of the applications.
- Creating clear and up to date documentation for the project's configuration and code base.
Top Skills (5) & Years of Experience:

- 1st Round Interview - A virtual interview will be scheduled via Microsoft Teams with audio and camera required. Audio and video must be in sync. 60 Minutes
- A 20-minute technical exam. Camera, audio, and screen-sharing are required. Applicants should ensure they are able to login promptly for the interview and ability to screen share.
- 2nd Round Interview - A virtual interview will be scheduled right after the technical exam via Microsoft Teams with audio and camera required. Audio and video must be in sync. 60 Minutes
- Till 06/30/2025 with possibility of future annual extensions.
- Hybrid, on a weekly basis, DNR is currently 60% remote and 40% in the office. Madison, WI. Hybrid requirement is weekly not monthly.
- The contractor must start on site for a five-day orientation/onboarding. Work cannot be conducted outside the United States.
- Candidates MUST be WI residents or willing to relocate to WI prior August 1, 2024. Local candidate preferred.
- Services to DNR must be physically completed within the State of Wisconsin including during remote work. Headquarters is downtown Madison, WI.
