Job Overview As a Lead Instructional Systems Designer (ISD) and Project Manager, you will support Washington Metropolitan Area Transit Authority (WMATA) and its Technical Training and Development Division (TTDV). Your role focuses on Human Capital Solutions, transforming learning into operational performance through modern instructional design and technical curriculum innovation. You will lead multi‑workstream initiatives, manage scope, schedule, and cost, govern quality, engage stakeholders, and direct an ISD team.
Responsibilities and Duties
Oversee the end‑to‑end instructional design process for all WMATA TTDV training programs, ensuring alignment with adult learning theory and Metro’s technical competencies.
Collaborate with SMEs and stakeholders to define clear, measurable learning objectives that support desired performance outcomes.
Develop and maintain detailed project plans, track progress against milestones, identify risks, and mitigate delays to deliver training products on time.
Maintain proactive stakeholder communication, providing project updates, gathering feedback, and ensuring alignment with strategic training goals.
Implement and oversee quality assurance processes for instructional materials, ensuring accuracy, consistency, accessibility, and instructional effectiveness.
Coordinate cross‑functional teams of instructional designers, SME, and multimedia developers for cohesive collaboration throughout the project lifecycle.
Provide regular updates to leadership on project status, resource utilization, and outcomes, using data to inform decisions and continuous improvement.
Guide the development and implementation of training evaluation strategies, analyze feedback and performance data, and lead efforts to refine and enhance programs.
Serve as the primary point of contact with Metro’s COTR/Project Manager, acting as the project manager for the contract.
Lead the analysis of training needs and performance gaps, conduct comprehensive needs assessments, and produce job/task analyses and measurable learning objectives.
Create instructional content for multiple delivery formats (ILT, CBT, blended learning) and develop design plans, lesson plans, facilitator guides, storyboards, and assessments.
Apply robust evaluation strategies (Kirkpatrick’s Four Levels) to measure training effectiveness.
Serve as a subject‑matter expert on instructional design methodologies, guiding application of adult learning theory, ADDIE/SAM models, and emerging trends.
Analyze, redesign, and digitize existing paper‑based workflows to improve efficiency, accuracy, and accessibility.
Desired Qualifications
8+ years in instructional systems design, workforce development, or training program management; proven leadership in transportation or safety‑based environments.
Master’s degree in Instructional Design, Education, or a related field.
7+ years of experience in instructional systems design.
4+ years of experience in project management and stakeholder communication.
2+ years of experience leading a team.
Proficiency in ADDIE methodology.
Familiarity with adult learning theory and instructional technologies.
Proficiency in Adobe Captivate (Classic and/or New version).
Experience with technical training programs.
Knowledge of Web Content Accessibility Guidelines (WCAG) 2.2.
Experience leading working sessions with executives and senior leadership.
Experience designing continuing education tracks for existing employees.
Preferred: Project Management Certification (PMP or similar).
Preferred: Experience with transit technical training programs.
U.S. citizenship required; no visa sponsorship.
Skills Required
Strategic leadership, analytical thinking, adaptability, and strong communication.
Project leadership using ADDIE/SAM methodologies, eLearning development, stakeholder management, performance analysis, and LMS integration.
High proficiency with Microsoft Office (Excel, Access, Outlook, PowerPoint, Word), Adobe Creative Cloud (Captivate), data analytics tools, and Visio.
