Railroad Commission of Texas
Information Technology Services (ITS) in the Geographic Information System (GIS) Division of the Railroad Commission of Texas (RRC) is seeking a Geographic Information Specialist (GIS Specialist). The GIS Specialist will design, develop, and implement GIS solutions using ESRI's suite of software products. The specialist will collaborate with cross‑functional teams to create spatially enabled applications, conduct geospatial analysis, and enhance the geospatial data management systems.
Essential Job Duties
Design and develop GIS mapping of oil, gas, pipeline, and surface mining locations.
Maintain ArcGIS Pro add‑ins and automate Python workflows to manipulate GIS data.
Create and modify ArcGIS Server web services and migrate data processes from Oracle to SQL Server.
Update permit database, produce maps, and validate spatial data for accuracy and completeness.
Perform complex geospatial analysis using ESRI tools and techniques to support business decisions.
Provide administrative and technical assistance related to permitting for the public and agency staff.
Qualifications – Minimum
Bachelor's degree in computer science, geographic information systems technology, or related field.
Experience using ESRI GIS products, including ArcGIS Pro, ArcGIS Online, and ArcGIS Enterprise.
Experience in Python 3.8+ or SQL and Power BI report development.
Experience in geospatial databases such as Oracle Spatial, SQL Server, PostgreSQL/PostGIS.
Valid Texas Driver's License and good driving record.
Preferred Qualifications
Master's degree in GIS technology or related field.
Experience with cloud‑based GIS platforms (AWS, Azure).
Knowledge of GIS‑based analytics and machine learning techniques.
Experience in oil, gas, or pipeline regulatory functions and ArcGIS Pro pipeline referencing.
Knowledge of RRC rules, policies, and procedures.
