Job Title GIS Manager

Base Pay Range $95,000.00/yr – $140,000.00/yr

Purpose We are seeking an experienced GIS Manager with a strong background in public safety and 911 systems to lead our Geographic Information Systems (GIS) Team. The GIS Manager will oversee the development, administration, and maintenance of GIS data and applications, with a focus on supporting emergency services and public safety operations.

Responsibilities

Lead, mentor, and manage a team of GIS & Addressing Analysts, ensuring high-quality service delivery and professional development.

Oversee the administration, maintenance, and performance optimization of ESRI ArcGIS Enterprise and related GIS solutions.

Direct and contribute to the design, development, and deployment of GIS applications, tools, and datasets to support emergency response, NG911 requirements, and public safety operations.

Manage deployment, configuration, and support of NG911 core GIS components, including the ECRF, LVF, and LDB.

Oversee processes for MSAG management, civic validation, and CLDFX conversion to ensure accurate addressing across systems.

Ensure compliance with national and state 911 data standards, including address management, PSAP boundary layers, and other mission‑critical datasets.

Collaborate with internal operational teams, public safety agencies, and stakeholders to integrate GIS data and services into 911 call‑routing and call handling systems.

Establish data governance, quality control, and update processes to maintain spatial data accuracy and reliability.

Provide strategic planning, budgeting, and resource management for GIS initiatives within the public safety domain.

Monitor emerging GIS technologies and recommend innovations that improve operational efficiency and support future NG911 implementations.

Prepare and deliver reports, maps, and visualizations to leadership and partner agencies.

Requirements

7+ years of progressively responsible GIS experience, with at least 3 years in a vendor management and/or supervisory role.

Demonstrated experience in public safety and 911 GIS operations, including NG911 data standards and integration with CAD/PSAP systems.

Hands‑on experience with deployment and support of NG911 ECRF, LVF, and LDB solutions.

Experience with MSAG management and civic address validation for 911 data readiness.

Expertise with ESRI ArcGIS Enterprise, ArcGIS Pro, and related GIS services and tools.

Experience leading GIS application development (Python, JavaScript, or similar) and database management (SQL Server, PostgreSQL, or Oracle).

Strong knowledge of spatial data standards, data governance, and quality assurance processes.

Familiarity with AWS and/or other cloud‑based GIS solutions.

Excellent leadership, communication, and collaboration skills with the ability to engage both technical and non‑technical stakeholders.

Ability to manage multiple projects, set priorities, and meet deadlines in a fast‑paced environment.

Familiarity with Next Generation 911 (NG911) data models, NENA standards, and FCC mandates.

Experience working at or with a PSAP (Public Safety Answering Point).

NENA Membership a plus.

Project Management certification (e.g., PMP) a plus.

Understanding of Kubernetes methodology, a plus.

Qualifications

Bachelor’s degree in Geography, GIS, Computer Science, Emergency Management, or a related field (Master’s degree preferred).
