DEFINITION GIS Specialist I Under general supervision, assist with the development and maintenance of core GIS functionality and datasets, develop on a limited basis, deploy, and maintain web-based GIS services, maps, and tools, provide support to GIS staff and end-users, recommend best practices, and perform other duties as assigned.
GIS Specialist II Under general supervision, support development and maintenance of core GIS functionality and datasets, develop, deploy, and maintain web-based GIS services, maps, and tools, provide support to GIS staff and end-users, recommend best practices, and perform other duties as assigned.
GIS Specialist III Under limited supervision, lead development and maintenance of core GIS functionality and datasets, design, develop, deploy, and maintain web-based GIS services, maps, and tools, provide support to GIS staff and users, recommend best practices, guide GIS application support and development, and perform other duties as assigned.
DISTINGUISHING CHARACTERISTICS GIS Specialist I Entry level position focused on day‑to‑day technical operations, basic web service deployment, and troubleshooting.
GIS Specialist II Mid‑level position overseeing day‑to‑day operations, resolving implementation issues, managing medium‑size projects, and providing strong technical direction.
GIS Specialist III Team lead position overseeing daily operations, managing large projects, and offering leadership and strategic guidance.

EXAMPLES OF DUTIES GIS Specialist I
Duties include but are not limited to the following: Provide assistance for maintenance and development of corporate GIS data resource. Administer GIS servers including database and web servers. Maintain scripts and procedures for daily automation. Support, oversee, and manage projects as needed. Develop GIS tools and applications. Assist with technology transition and customization. Provide training to agency users. Maintain data quality standards. Attend trainings, seminars, and conferences. Maintain confidentiality.
GIS Specialist II
Provide guidance and assist with maintenance and development of county GIS data resource. Administer GIS servers. Develop scripts for daily automation. Support, oversee, and manage projects. Develop and implement GIS tools and applications. Provide technical direction for technology transition. Host trainings for users. Maintain standards and policies. Identify new technology to enhance productivity. Attend trainings and conferences. Maintain confidentiality.
GIS Specialist III
Oversee and assist with maintenance and development of county GIS data resource. Oversee administration of GIS servers. Oversee scripts for automation. Provide support, oversight, and project management. Assist with development and implementation of GIS tools and applications. Provide technical direction for technology transition. Develop and host trainings. Assist with standards and policies. Lead project teams. Identify new technology. Maintain education on current and future systems. Present at meetings, trainings, and conferences. Maintain confidentiality.
TYPICAL QUALIFICATIONS GIS Specialist I
Thorough Knowledge Of:
Principles and applications of microcomputers for GIS, data editing in ArcGIS Desktop, ESRI Desktop product line, Esri Personal Geodatabase, GPS technologies. Working knowledge of:
Esri Enterprise Geodatabase model, Server-based Enterprise GIS, SQL Server, ArcSDE, Python, HTML, basic web design. Some knowledge of:
Esri ArcGIS Online or Portal, Windows server administration, development APIs, web protocols.
Ability and Willingness to:
Maintain core GIS server applications, develop and deploy basic web GIS apps, provide ongoing support and maintenance, train and mentor users, work independently and in small teams, think creatively, assist with strategic planning, present, maintain documentation, maintain confidentiality.
GIS Specialist II
Thorough Knowledge Of:
ESRI Desktop and server products, Enterprise GIS, ArcSDE, SQL Server, Python, GPS technologies, data collection workflows. Working knowledge of:
Esri ArcGIS Online or Portal, ESRI development APIs, web protocols.
Some knowledge of:
Windows server administration, background scripts and procedures.
Ability and Willingness to:
Maintain GIS server applications and datasets, support users, work independently and in small teams, present, maintain confidentiality, provide strategic direction, develop trainings, identify new technology.
GIS Specialist III
Thorough Knowledge Of:

Recent Bachelor’s or Associate’s degree with formal GIS training and 3 years of experience. Or 4 years of experience working as a GIS Technician with solid editing and data management skills.
GIS Specialist II
Recent Bachelor’s or Associate’s degree with formal GIS training and 5 years of experience, at least 4 years performing tasks akin to Specialist I/II. Or 6 years of GIS field experience, including at least 4 years performing tasks akin to Specialist I/II.
GIS Specialist III
Bachelor’s degree with computer curriculum and 5 years of GIS experience, at least 4 years performing tasks akin to Specialist I/II. Or 6 years of GIS field experience, including at least 4 years performing tasks akin to Specialist I/II.
TYPICAL PHYSICAL REQUIREMENTS Sit for extended periods; frequently stand, walk, stoop, kneel, and crouch; lift up to 50 pounds occasionally; normal manual dexterity and eye‑hand coordination; corrected hearing and vision; verbal communication; use of office equipment.
