Introduction YOU MUST BE AN ALAMEDA COUNTY EMPLOYEE TO APPLY. THIS IS A NEW PROMOTIONAL ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended. Qualified applicants must be current county employees and have completed the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service by December 11, 2025. A regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments. DESCRIPTION Alameda County Social Services Agency is recruiting to fill two Division Director, SSA vacancies in Oakland and Hayward. The vacancies are in the Department of Children & Family Services and Workforce & Benefits Administration; however, the eligible list may be used to fill future Division Director vacancies. The Division Director, SSA plans, evaluates, and directs the operations and staff in one or more divisions/offices. The Division Director, SSA develops and establishes overall divisional policies; sets goals and objectives consistent with the Agency’s overall goals; and participates in the meet and confer process with labor organizations.

Ideal Candidate The ideal candidate will have a positive, progressive, and responsive leadership style, be politically astute, possess excellent written and verbal communication skills, and represent the Social Services Agency before boards, commissions, and community groups. The candidate will possess, but is not limited to, the following critical attributes:

Demonstrated ability to lead, direct, and manage multi-level staff; generate staff commitment and adherence to program, administrative policies and procedural changes.

Exceptional administrative and organizational skills to direct Division staff in policy formulation and implementation required to meet legal requirements, county policies, goals, and service delivery.

Exceptional experience providing direction and guidance to Division staff regarding the investigation and resolution of Human Resources, Labor, and client relations issues.

Demonstrated experience and ability to identify and analyze complex problems, design solutions, and formulate appropriate action plans proactively and collaboratively.

Strong collaboration skills to develop and maintain partnerships with human and social services organizations and community groups.

Experience in directing, monitoring, and coordinating division operation processes, including budget planning, funding source planning, staffing requirements, and major building alterations.

MINIMUM QUALIFICATIONS

I Experience:

Six years’ full-time supervisory experience including at least two years of second-line supervisory experience in a social service, economic benefits, or employment services class in the Social Services Agency. A bachelor’s degree may substitute for two years of first-line supervisory experience.

II Experience:

Six years’ full-time, increasingly responsible managerial or administrative experience involving supervision of a major staff support function or program division at the level of Administrative Services Officer or an equivalent or higher-level administrative class. A bachelor’s degree may substitute for two years of the required supervisory experience.

KNOWLEDGE AND SKILLS Knowledge of:

Federal, State and local laws, codes and regulations relating to social service programs.

Principles, methods and techniques of administration, organization and management of the Social Services Agency’s programs and departments.

Principles of supervision, training and performance evaluation.

Principles and practices of personnel administration, including appropriate labor relations processes.

Community resource development and professional social work practices.

Principles and practices of client and public relations.

Psychological, socioeconomic and cultural factors affecting client and family functioning.

Principles of budget development and administration.

Automated system capabilities and applications.

EXAMINATION COMPONENTS

Review of the applicant’s application to verify possession of minimum requirements.

An oral interview weighted as 100% of the candidate’s final examination score. The interview may contain situational exercises. Candidates must attain a qualifying rating on each portion of this recruitment.
