Summary This position is assigned to the Non‑Appropriated Fund 9NAF Library Branch, Fleet Readiness, Commander, Navy Installations Command (CNIC), SUBASE New London, Groton CT. The purpose of this position is to provide front desk, program, and customer service support in the Navy MWR main libraries, branch libraries, and resource centers.
Responsibilities
- Assist in the training of new library aids and technicians on circulation tasks.
- Independently perform circulation and registration duties by implementing established procedures for circulation functions.
- Maintain automated and/or manual circulation files to include all charged‑out materials, user database files, registration files, reserves, document delivery, interlibrary loans, lost items, and over dues.
- Implement established procedures for overdue materials.
- Make arrangements with customers for replacement of lost or damaged items, following relevant AFIs and local guidance.
- Maintain reserve and interlibrary loan services and follow‑up to ensure all requests are accurately fulfilled.
- Maintain and compile up‑to‑date library statistics on circulation, attendance, reference questions, and other requested data.
- Provide ready reference services to library customers by locating required information using standard library reference tools, passing more difficult requests to the appropriate staff member.
- Explain the Dewey Decimal Classification System and general management of library resources to customers.
- Explain library rules, regulations, circulation procedures, and entitlements to library users and volunteers.
- Assist library users with library equipment.
- Assist the supervisory librarian in developing and implementing programs and in the marketing and publicity of library services and events.
- Prepare displays.
- Recommend titles for possible inclusion in the collection.
- Utilize the online public access catalog and online databases such as DIALOG and OCLC First Search to prepare subject bibliographies.
- Perform routine clerical tasks.
- Picks up, sorts, and distributes library mail. Use varied and advanced functions of word processing software to prepare, format, modify, edit, and print a variety of letters, reports, memos, and other text documents.
- Receive and transmit electronic mail with attachments.
- Assist with the technical services process as needed.
- Assist in conducting tours and group orientations.
- Refer difficult questions/problems concerning work processes to the appropriate staff member.
- Provide prompt and efficient circulation assistance.
- Effectively assist in training new staff in circulation service procedures.
- Courteously assist users in circulation and reference transactions.
- Effectively administer reserve and interlibrary loan services.
- Accurately update, correct, and query circulation and reference databases.
- Effectively administer overdue notification system.
- Accurately maintain library statistics.
- Effectively provide ready reference services.
- Promptly and effectively assist in developing and implementing programs.
- Properly and promptly perform routine clerical tasks.
- Courteously receive and greet visitors and answer their questions.
- Promptly and courteously answer telephone calls.
- Effectively use word processing software.
- Accurately recognize differences in existing procedures and applications and make choices from among established alternatives.
- Promptly receive and transmit electronic messages and attachments as appropriate.
- Perform other related duties as assigned.
Requirements
- Must pass all applicable records and background check.
- Must successfully pass the E‑Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
- Starting May 7, 2025, non‑affiliated individuals requesting access will need a REAL ID‑compliant driver's license or another acceptable form of identification to access CNRMA Installations.
- Hours of work will vary as required by the needs of the program. Incumbent may be required to work early, late, and on weekends and holidays.
- The work may require long periods of sitting, standing, walking, bending, and driving.
- Ability to lift, pull, push, and carry 45 pounds. Occasionally required to move heavier items.
- May be required to work outside in inclement weather for special events and programs.
- Must possess and maintain a valid and active U.S. driver's license to drive a government vehicle in the performance of duties.
Qualifications
- Knowledge of basic service operations for libraries.
- Knowledge of Navy MWR Library's mission.
- Knowledge of other MWR programs and their purpose.
- Knowledge of front desk library operations that include library circulations.
- Knowledge of technology devices and software applications.
- Skill in providing excellent customer service.
- Skill in the use of technology devices and software applications to include Microsoft Office applications.
- Skill in typing.
- Skill in reading comprehension and basic math.
- Skill in public speaking.
- Ability to work independently and as part of a team.
- Ability to communicate both orally and in writing.
Education
This position does not have a positive education requirement.
Additional Information
Salary is dependent on experience and/or education. New London, CT $55,000.00–$85,000.00. Executive Order 12564 requires a Federal workplace free of illegal drugs. All Federal employees are required to remain drug‑free throughout their employment. Commander, Navy Installations Command is a Drug‑Free Federal Workplace. The use of illegal drugs will not be tolerated, and use of or intoxication by illegal drugs will result in penalties up to and including removal from Federal Service.
