General Responsibilities

The Library Media Specialist (LMS) performs four interrelated roles: Leader, Teacher and Instructional Partner, Program Manager, and Information Specialist. The LMS collaborates with school administration, teachers, and staff to develop a library program that supports the curriculum, provides instructional leadership for literacy skills, manages a media center collection of print and non‑print resources, and maintains a flexible, multi‑task learning environment.

Leader

  • Work collaboratively with colleagues and administration to set evidence‑based, measurable goals aligned with the school improvement plan and evaluate the library program’s effectiveness.
  • Integrate the American Association of School Librarians’ learning standards and Virginia Beach City Public Schools Essential Information Literacy Skills through coaching and cooperative teaching methods.
  • Advocate for library programs and services using varied communication and technology tools.
  • Participate in professional growth activities that enhance knowledge of best practices in school library programs.
  • Collaborate with the Department of Teaching and Learning to select, implement, and adapt information literacy skills across all content areas.

Teacher and Instructional Partner

  • Model and teach skills for accessing, evaluating, and responsibly using resources.
  • Co‑design instructionally sound assignments with classroom teachers, integrating critical thinking, literacy, social skills, and technology.
  • Engage in grade‑level/department meetings, curriculum committees, and school leadership activities.
  • Provide active learning experiences that meet diverse student needs.
  • Assess student learning before, during, and after lessons, adjusting instruction accordingly.
  • Promote reading through traditional, social media, digital media, and print avenues.
  • Develop initiatives that encourage reading, writing, and listening for understanding and enjoyment.
  • Collect and analyze data to improve instruction and demonstrate correlations between library programs and student achievement.

Program Manager

  • Create and maintain a welcoming, safe, inclusive, and respectful learning environment that fosters intellectual inquiry.
  • Partner with teachers to facilitate active and participatory learning that is resource‑based.
  • Ensure flexible and equitable access to resources supporting academic and personal learning needs.
  • Develop and maintain an up‑to‑date, culturally diverse collection aligned with curriculum and instructional strategies.
  • Use data to guide financial and program development decisions regarding the library collection.
  • Manage the library assistant and volunteers in the media center.

Information Specialist

  • Lead the selection, acquisition, evaluation, and organization of information resources and technologies in all formats.
  • Ensure equitable and ethical use of information.
  • Teach students an inquiry process, evaluating multiple sources for critical understanding.
  • Promote instructional technology to engage students and improve learning.
  • Provide 24/7 access to digital information resources for the entire learning community.
  • Assume a leadership role in modeling and teaching responsible resource use for students, staff, and administration.
  • Work with staff, administration, and specialists to embed information literacy skills throughout the school.

Knowledge, Skills, And Abilities

Demonstrated extensive knowledge of teaching and learning concepts, library media practices, and current instructional methodologies. Ability to develop instructional goals, manage print and non‑print collections, prepare and monitor budgets, lead others, collaborate effectively, communicate goals orally and in writing, and conduct decision making, problem analysis, conflict resolution, interpersonal relationships, and planning.

Education And Experience

Bachelor’s Degree and eligibility for Virginia Collegiate Professional Licensure with endorsement in Library Media NK‑12.

Physical Requirements

Use of sensory skills to interact with others and the public via telephone and personal contact. Frequent sitting, walking, standing, bending, grasping, repetitive motion, reaching; occasional stooping and kneeling; lift up to 20 lbs frequently and up to 50 lbs rarely; maintain a regular work schedule. Reasonable accommodations may be provided for individuals with disabilities.

Special Requirements

Possession of a valid driver’s license and reliable attendance are essential.
