We are seeking a highly skilled Government RFP Proposal Writer &Manager to lead the full lifecycle of competitive proposal development for federal, state, and local government contracts. This role is responsible for interpreting complex solicitations, developing persuasive and compliant proposal content, and managing all activities required to produce high-quality submissions that position the organization for winning opportunities.
Key Responsibilities

  • Lead end-to-end proposal development, including review of RFPs/RFQs/RFIs, compliance analyses, proposal outlines, and content planning.
  • Write clear, compelling, and responsive proposal sections, including technical narratives, management approaches, staffing plans, past performance, and executive summaries.
  • Coordinate cross-functional inputs from subject matter experts, project managers, leadership, and external partners to ensure timely, accurate content delivery.
  • Develop and manage proposal schedules, calendars, and checklists to keep all team members aligned and on track.
  • Ensure all proposal submissions meet agency requirements, formatting rules, evaluation criteria, and compliance standards.
  • Conduct research to tailor proposals to customer needs, agency missions, and competitive landscapes.
  • Lead color team reviews (Pink, Red, Gold), incorporate feedback, and produce polished final deliverables.
  • Manage version control, editing, and final production for electronic or hard-copy submissions.
  • Maintain proposal templates, boilerplates, past performance library, and proposal management tools to streamline future submissions.
  • Support post-submission activities, including clarifications, oral presentations, and debrief requests.
Qualifications
  • Proven experience writing and managing proposals for federal, state, or local government contracts.
  • Strong understanding of government procurement processes, FAR/DFARS, evaluation methods, and compliance requirements.
  • Exceptional writing, editing, and storytelling skills with the ability to turn technical information into persuasive and concise narratives.
  • Highly organized, detail-oriented, and capable of managing multiple complex proposals simultaneously under tight deadlines.
  • Ability to work collaboratively across teams and communicate effectively with subject matter experts and leadership.
  • Proficiency with proposal management tools, MS Office Suite, and document collaboration platforms.
  • Bachelor's degree in English, Communications, Business, Public Administration, or a related field (preferred).
