Geographic Information System (GIS) / Computer Aided Design (CAD) Engineering Technician
City of Lathrop is seeking eligible candidates for the position of GIS/CAD Engineering Technician. Under supervision from the Public Works Director, City Engineer, or designee, the GIS/CAD Engineering Technician performs a variety of routine and complex technical engineering activities, related to but not limited to drafting, surveying and paraprofessional engineering duties in support of professional engineering staff. The technician creates and maintains maps, other geographic source data, technical engineering drawings, tracings, charts and graphs using prescribed engineering/drafting standards and methods.

About Lathrop The City of Lathrop was incorporated in 1989 and is located in the Northern San Joaquin Valley, east and west of the San Joaquin River. Interstate 5, Interstate 205, and State Route 120 intersect within the city. It is approximately 70 miles east of San Francisco and 70 miles south of Sacramento. Superior Functions (include but are not limited to the following)
Performs research and interprets a variety of information from recorded maps, land grants, deeds, easements, right‑of‑ways, assessor’s maps, and other source documents. Transposes the data into CAD and GIS files and related databases using coordinate geometry, digitizing or scanning methods.
Creates, reviews, maintains and verifies CAD and GIS digital files and related databases for accuracy and completeness, ensuring compliance with established formats, approved plans, and specifications. Uses CAD systems to prepare design drawings for construction jobs, exhibits, right‑of‑way plats and diagrams.
Generates and distributes standard and custom products such as reports, maps, diagrams, exhibits and displays using GIS and CAD software, such as ESRI.
Determines effective presentation of information and selects appropriate cartographic elements, including map projects, scale, color, shading, symbols, and additional elements such as images, graphs, tables and overlays. Assists with review of internal and external electronic deliverables and performs QA/QC for accuracy and completeness.
Uses GIS software programs and commands to generate and utilize spatial overlays, update routine GIS and CAD data layers, and perform quality control checks on mapping products.
Consults standard maps of various jurisdictions and local agencies, railroads, subdivision plots and highways to prepare new maps and update existing maps used for plotting water lines and facilities.
Creates and maintains electrical, engineering and mechanical drawings as needed to support agency systems.
Performs other duties as required or as assigned.
Education and Experience High school diploma or GED plus two years of practical experience performing tasks comparable to those of a GIS/CAD technician, programmer or analyst, preferably in a large organization or municipal government. Alternatively, an associate’s degree in civil engineering technology or related field, or completion of equivalent two years of college courses related to drafting, cartography, GIS, surveying, or engineering. Autodesk AutoCAD and GIS software such as ESRI product knowledge is highly desirable.
License and Certificate Possession of, or ability to obtain, a valid Class C California driver’s license. Possession of a valid certificate of registration as an Engineer‑in‑Training, issued by the California State Board of Registration for Civil and Professional Engineers, is highly desirable.
Knowledge, Skills, and Abilities Modern computer technology principles, GIS concepts and analytical techniques, ESRI or similar GIS software, digitizing and data manipulation procedures, basic mathematics, scheduling, professional writing, safety practices, and knowledge of municipal civil engineering laws, ordinances, codes, and standards.
