CDOC Technician III (Library) – Rifle Department Information Due to the State's current hiring freeze, this position will not be filled until January 1, 2026, or after, unless a hiring freeze waiver/exemption has been approved. The following announcement has been approved for recruitment through the waiver/exemption process during the temporary hiring freeze. Who May Apply This position is open to residents of Colorado. Location This position will be working at the Rifle Correctional Center. This posting may be used to fill future vacancies at this location. Description Of Job Under the direction of a Regional Librarian, Programs Manager and Programs Supervisor, the Library Technician III supervises the daily operation of a library in an adult correctional facility serving offenders of multiple classification levels. The Technician works closely with the Regional Librarian, Program Manager/Administrator V, and Program Supervisor to design and implement the administrative operations of the library, including creating and revising procedures, writing, updating, and revising procedure manuals, planning, scheduling, and assigning work projects to offender library employees, developing work standards and monitoring work quality and flow, monitoring and planning for the expenditure of library funds, solving and proposing solutions to problems affecting library operations and work standards, and exercising discretion regarding the application of library policies and procedures. The position shall be available to assist in other areas of the facility during emergency situations/lockdowns. Primary responsibilities include: Answer requests for information by conducting reference interviews, determining where to locate the desired information and executing the search; Provide instruction to library users on information literacy and library skills; inform library users about availability of interlibrary loan; screen requests for compatibility with selection criteria; instruct patrons on loan procedures; search incoming books for content and contraband; Provide library service to inmates in Restricted Housing/diagnostic units who cannot visit the library; Recommend materials for addition to the library collection to meet the educational, informational and recreational needs of the inmate population; Assign classification numbers and subject headings for new materials by copying existing catalog records and modifying to comply with Dewey Decimal Classification, Abridged and Sears List of Subject Headings; Monitor behavior of inmate library users, enforce security regulations and library rules, call for the ejection of problem inmates, write reports on rule infractions, and act on resolving conflicts between offenders; Prepare annual funding requests; Report annual library expenditures; Compose and distribute monthly narrative and statistical reports; Supervise inmate library clerks through the assignment of tasks, monitoring progress and workflow, scheduling work, establishing work standards, and checking the final product; Provide initial and ongoing training for inmate library clerks; Other duties as assigned. Minimum Qualifications Three (3) years of technical or high‑level clerical experience (this work experience must be clearly described in your own words in the work history section of your application to meet this requirement). Full‑time work experience is prorated if less than full‑time. Technical work is defined as skilled work in the practical application of specialized techniques, procedures, practices, or methods in order to accomplish tasks. The specialized work is a direct extension of a professional field which requires an understanding of that field; the nature of the work requires that it revert to a professional if not performed by a technician. High‑level clerical experience includes: document creation and word processing; creating and revising office procedures; compiling and formatting the content for program materials such as annual reports and newsletters; screening documents and supporting information to determine eligibility, authenticity, or identity; accounting for the unit's allotted funds by authorizing operating expenditures. Alternatively, a combination of college or university coursework in Criminal Justice, Business Management, Public Administration, Information Science, or a related field and related experience equal to three (3) years. Submission of a copy of your unofficial college transcript (name, institution, degree, and date conferred). Required Competencies Ability to work directly with inmates in a prison environment. Exceptional interpersonal and customer service skills. Ability to train and instruct others. Experience with Microsoft Excel and Word. Ability to correspond and share documents via e‑mail. Effective written and oral communication skills. Self‑control and the ability to work in stressful, potentially violent situations. Capability to remain alert, emotionally stable, and mentally resilient under pressure. Tolerance to stress, confinement, and high‑stakes interaction. Ability to read and comprehend English and to communicate fluently in English both verbally and in writing. Ability to create accessible documents and technical content that follows plain language guidelines with accessibility in mind. Preferred Qualifications Relevant technical experience with the State of Colorado. Knowledge of library services. Experience using an integrated library system (ILS). Experience selecting, processing, shelving, and/or maintaining library materials. Experience working with a diverse population. Conditions of Employment Must be 21 years of age. Possess a valid driver’s license; hold a non‑restricted Colorado driver license and maintain a safe driving record. Possess a high school diploma or GED. No felony convictions; applicants must be legally eligible to work in the United States. Must successfully pass all modules of the six‑week Colorado Department of Corrections Basic Training, including defensive tactics. Must possess the physical ability to complete defensive tactics and related physical tasks listed below. Will be exposed to Oleoresin Capsicum during Basic Training and assignment. Must be able to see and hear to respond to safety breaches. Other physical and security requirements include: ability to stay alert, handle violent situations, travel, work various shifts, and complete TB screening. Physical/Skill Requirements for Defensive Tactics Lift arms above head and kick as high as own waist. Stabilize another person to accomplish a controlled take down. Use arms, palms, shins, and feet to deliver blows. Withstand impact from strikes/blows. Swing a baton in a striking technique. Rotate body 90° with feet planted for striking with foot or using a defensive tactic. Get down on one or both knees and up again with multiple repetitions.
