BRIEF POSITION SUMMARY Performs complex (journey-level) telecommunications work. Work involves diagnosing and resolving voice and data telecommunications problems, installing, and operating telecommunications components. Reports to the J6 Spectrum Section Supervisor and works under general supervision, with moderate latitude for the use of initiative and independent judgment.

WORK HOURS Tuesday – Friday/Monday - Thursday, 40 Hours a week, 10-hour Days

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES

Implement cybersecurity protocols and physical safeguards to protect communication assets and sensitive transmissions.

Collaborate with IT and cybersecurity teams to align telecommunications infrastructure with agency-wide security frameworks (e.g., National Institute of Standards and Technology [NIST], Criminal Justice Information Services [CJIS]).

Conduct vulnerability assessments and apply mitigation strategies to prevent service disruptions or data breaches.

Maintain documentation of system configurations, security controls, and change management activities.

Support disaster recovery planning and continuity of operations through resilient system design.

Perform system moves and changes internally or via remote access and provide technical expertise in system modification.

Perform preventive maintenance on telecommunication systems, associated software, and peripheral equipment.

Maintain records of system performance and operations.

Prepare material requests and time requirements for telecommunications equipment and wiring.

Plan and prepare for telecommunications network or systems equipment.

Design and install office wiring infrastructure.

Investigate and resolve problems concerning the operation of remote computers, telecommunications systems, communications hardware, and equipment.

Troubleshoot, repair, test, install, customize, maintain telecommunications components, and implement corrective measures.

Monitor the operation of voice, data, or video telecommunications equipment, and network control consoles.

Assist in designing new telecommunications systems and organizing operating controls and procedures for the telecommunications network.

May review and prepare specifications for equipment or licenses.

May train others.

Perform related work as assigned.

Attend work regularly and observe approved work hours in accordance with agency state employee policies & procedures handbook.

May be required to perform duty in support of national emergencies, disasters and other missions, to include holidays and weekends.

MINIMUM QUALIFICATIONS EDUCATION

High school diploma or equivalent is required.

PREFERRED EDUCATION

Graduation from an accredited four-year college or university, with major course work in computer science, management information systems, electronic engineering, telecommunication management or a related field is preferred.

EXPERIENCE

Three years of experience with electronics or telecommunications installation and maintenance work is required.

Experience using Microsoft applications to include Microsoft Word and Excel is required.

PREFERRED EXPERIENCE

Experience working in armories or in a military environment is preferred.

Experience working with various network, signal, and radio frequency platforms is preferred.

REGISTRATION, CERTIFICATION OR LICENSURE

Valid driver's license is required. If not currently a Texas resident, must obtain a Texas Driver’s License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business.

OTHER REQUIREMENTS

Background Investigation. Selected candidate must pass an initial criminal history check and review of foreign adversary connections that might prevent them from being able to maintain the security or integrity and periodic reviews throughout employment.

In accordance with Executive Order GA-48, Texas Military Department (TMD) employees are prohibited from current employment or ongoing business relationships with any entity identified on the U.S. Department of Commerce’s Entity List (15 C.F.R. 791.4) or any governmental entity or political apparatus of a country listed therein.

Must be able to obtain a Common Access Card (CAC). Selected candidate must pass a federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85.

Eligibility to Work in the U.S. The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E‑Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee’s Form I‑9 to confirm work authorization. All offers of employment are contingent upon the candidate having and maintaining legal authorization to work in the United States. Failure to present such authorization within the time specified by the U.S. Department of Labor will result in the offer being rescinded.

Sponsorship. Candidates must be eligible to work in the United States without requiring sponsorship.

Ability to:

Maintain the security and integrity of the Texas Military Department infrastructure.

Design, troubleshoot and implement in Cisco VoIP, Cisco Call Manager, Unified Communication Manager 10.5, and Cisco Approved Product List (APL) applications and products.

Configure, implement, and troubleshoot Cisco Unity Connect and Cisco Unified Presence Service (CUPS) in an Enterprise environment.

Design, configure and troubleshoot call control protocols on Voice Gateways (H.323, MGCP and SIP).

Understand and adhere to process and procedure to maintain change logs.

Document all changes and system setup and configuration.

Maintain Security Technical Implementation Guide (STIG) compliance to stay current with policies and procedures for future inspections.

Acquire a security clearance and Security+ certification to configure call manager.

Work in a military environment.

PHYSICAL/WORKING CONDITIONS Work is performed both inside and outside. When inside, incumbent is exposed to normal office noise and temperature. When outside, incumbent may be required to work and exposed to seasonal inclement weather. Work typically involves driving, standing, walking and working with trade tools for extended periods of time. May lift, carry, move, and/or set up equipment and materials that weigh up to 25 pounds. Must be able to lift and carry gear and be able to perform work that involves investigating all aspects of facility fire/safety infrastructure that may provide exposure to potential hazards (weather related heat, rain, insects, etc.). Must be able to climb ladders, towers and poles, operate lifts, and work in confined spaces for extended periods of time.
