General Description
The purpose of this class within the organization is to plan, implement, and manage a comprehensive program of library services to the citizens of Petersburg. This class works independently, under limited supervision, reporting major activities through periodic meetings.

Duties and Responsibilities
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
Essential Functions

Essential Functions:
Searches standard reference materials, including on-line sources and the Internet, in order to answer patrons' reference questions.

Assists patrons' to determine needed information, and assists in furnishing or locating that information.

Instructs library patrons how to search for information using databases.

Checks books in and out of the library.

Coordinates, plans, promotes, and implements the Summer Reading Program, story times, and a diverse array of other programs throughout the year to promote literacy, discovery of personal interest, and lifelong learning.

Offers reference service, computer assistance, readers' advisory service, and information and referral services to find information/materials for personal interest.

Works with area school personnel and other community agencies (including daycares) to design, plan, and implement programs or projects which focuses on youth and their families.

Develops and maintains a collection in a variety of formats to serve current needs and in anticipation of future needs of patrons.

Supervises support staff and volunteers; conducts employee scheduling, training, development, and performance evaluation.

Catalogs and processes all materials.

Relays helpdesk issues for Information Technology consultants.

Prepares monthly departmental statistical reports.

Determines the needs of the collection based on feedback and reports.

Additional Duties:

Reads journals, manuals and professional publications; speaks informally to groups of co-workers, staff in other organizational agencies, general public, people in other organizations and presents training; composes original reports, training and other written materials, using proper language, punctuation, grammar and style.

Judgment Requirements:
Judgment requirements refer to the frequency and complexity of judgments and decisions given the stability of the work environments, the nature and type of guidance, and the breadth of impact of the judgments and decisions.

Responsible for guiding others, requiring frequent decisions, affecting the individual, co-workers and others who depend on the service or product; works in a somewhat fluid environment with rules and procedures, but many variations from the routine.

Complexity of Work:
Complexity addresses the analysis, initiative, ingenuity, concentration and creativity, required by the job and the presence of any unusual pressures present in the job.

Performs supervisory work involving policy and guidelines, solving both people and work related problems; requires continuous, close attention for accurate results and frequent exposure to unusual pressures.

Impact of Errors:
Impact of errors refers to consequences such as damage to equipment and property, loss of data, exposure of the organization to legal liability, and injury or death for individuals.

The impact of errors is moderate - affects those in work unit.

Physical Demands:
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

Performs light work that involves walking or standing most of the time and involves exerting up to 20 pounds of force on a regular and recurring basis, or skill, adeptness and speed in the use of fingers, hands or limbs on repetitive operation of mechanical or electronic office or shop machines or tools within moderate tolerances or limits of accuracy.

Equipment Usage:
Equipment usage involves responsibility for materials, machines, tools, equipment, work aids, and products.

Handles or uses computers, office equipment or work aids involving some latitude for judgment regarding attainment of a standard or in selecting appropriate items.

Unavoidable Hazards:
Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

Involves routine and frequent exposure to bright/dim light; dusts and pollen.

Safety of Others:
Safety of others refers to the level of responsibility for the safety of others, either inherent in the job or to ensure the safety of the general public.

Requires responsibility for the safety and health of others and for occasional enforcement of the laws and standards of public health and safety.
Qualifications

Minimum Education and Experience Requirements:
Requires a Master's Degree in library science from an ALA accredited library school or its equivalent.

Applicants must possess strong computer skills; must be proficient in the use of Microsoft software and the use of the internet as a reference resource, also must possess working knowledge of technology in a public library setting.

An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the position.

Special Certifications and Licenses:
Applicants must be eligible for certification as a professional librarian by the Commonwealth of Virginia.
