Job Description

This position is primarily to work on a high‑profile web application project within the Child Care and Child Welfare (CCCW) section of DCF. Major initiatives include an enterprise‑wide migration to a unified authentication platform using Okta, and modernization of legacy mainframe applications to web applications using ASP.NET MVC with C#, JavaScript, Blazor, and Kendo UI.

Responsibilities

• Design, develop, and maintain front‑end and server‑side components of web applications using ASP.NET MVC, C#, JavaScript, and related frameworks.
• Implement secure authentication flows with Okta, OIDC, and access token management.
• Perform requirements analysis, design, and testing of new features and enhancements.
• Write unit, smoke, and system tests; utilize TDD and automated testing tools.
• Participate in code reviews, share expertise, and support production environments.
• Maintain technical documentation and collaborate with cross‑functional teams.

Qualifications

• 5+ years of experience with .NET MVC, C#, and JavaScript.
• Proven experience implementing OIDC and integrating Okta or similar identity platforms.
• Strong SQL background with SQL Server, DB2, or Oracle.
• Familiarity with CI/CD pipelines (Azure DevOps, GitLab, Jenkins) and automated testing frameworks.
• Experience modernizing legacy COBOL applications to .NET is highly preferred.
• Knowledge of the DCF Child Care applications and Wisconsin state systems is a plus.
• Strong communication skills, team orientation, and ability to document and explain technical details.
