About the Role

Neighborly Software is seeking an experienced Proposal Writer with a strong track record of crafting compelling, technically accurate proposal responses for Software-as-a-Service (SaaS) solutions for public sector clients. This role is ideal for a strong writer who thrives in a deadline-driven environment, excels at translating complex technical concepts into clear and persuasive narratives, and can partner effectively with Subject Matter Experts (SMEs) across the organization.

The Proposal Writer will focus on developing high-quality written responses for public sector RFPs, RFIs, and related procurement documents. You will be responsible for incorporating win themes, organizing content, and producing polished proposal sections that effectively communicate the value of our platform.

This role is supported by a Proposal Coordinator responsible for administrative and process tasks—including scheduling, document collection, formatting, compliance checks, and final packaging allowing the Proposal Writer to focus on strategy, content development, and quality.

Key Responsibilities

  • Write clear, compelling, and technically accurate proposal responses for public sector, SaaS-focused RFPs, RFIs, and other procurement requests.
  • Partner closely with SMEs to extract detailed information, interpret technical requirements, and translate input into persuasive, customer-focused content.
  • Develop and integrate win themes, value propositions, and differentiators throughout proposal narratives.
  • Organize, structure, and refine content to ensure consistency, clarity, and compliance with solicitation requirements.
  • Maintain and leverage reusable content libraries, ensuring materials are current, accurate, and aligned with brand and messaging standards.
  • Collaborate with the Proposal Coordinator to ensure timely delivery of all proposal components, proper formatting, and complete compliance with submission requirements.
  • Participate in proposal kickoff meetings, strategy sessions, color team reviews, and debriefs.
  • Work with cross-functional teams—including Sales, Product, Engineering, Client Success, and Leadership—to ensure proposals reflect the latest solution capabilities and best practices.
  • Manage multiple proposals simultaneously in a deadline-driven environment while maintaining high quality.

Qualifications

  • 7+ years of proposal writing experience, preferably within a SaaS, technology, or enterprise software environment.
  • Government procurement experience strongly preferred (federal, state, or local).
  • Exceptional writing, editing, and storytelling skills with the ability to simplify complex technical concepts.
  • Proven ability to incorporate strategic messaging, win themes, and differentiators into proposal content.
  • Strong organizational skills and ability to manage multiple deadlines with precision.
  • Experience collaborating with SMEs and cross-functional teams.
  • Familiarity with proposal lifecycle methodologies (APMP knowledge a plus).
  • Experience using proposal management tools (e.g., Loopio, RFPIO) is helpful but not required.
