This position headquarters is negotiable. Instructional Design & Training Development: Serve as the agency's lead instructional designer and expert in adult learning and instructional design principles. Design and develop inclusive, engaging, and accessible online courses through a multi-stage process (mapping, instructional design, graphics, audio, authoring, publishing). Apply evidence-based instructional strategies and learning models. Manage the full training life cycle: needs assessments, design, consultation for facilitation, and evaluation. Ensure alignment with South Carolina State Agency Training Standards, agency policies, and state/federal guidelines. Adhere to Americans with Disabilities Act (ADA)training compliance, including accommodations, modifications, and differentiation strategies. Learning Management System (LMS) Leadership:
Serve as primary point of contact for the agency's LMS. Collaborate with agency programs to plan, create, produce, and publish training modules. Monitor content expiration timelines and proactively renew or redevelop modules. Serve as lead LMS administrator and advisor for the Training Section. Communicate and coordinate with the Department of Administration. Provide guidance on LMS capabilities, user management, support procedures, and official South Carolina Enterprise Information System (SCEIS)/ DOA
communications. Support high-level LMS troubleshooting needs. Policy Distribution Support: Serve as the main liaison for policy uploads and distribution efforts. Coordinate closely with the Policy Administrator to ensure accurate and timely policy dissemination. Promote agency-wide policy compliance through effective distribution processes.
Additional Responsibilities: Perform other duties as assigned to assist the Training Section. Ensure training content is engaging, accessible, compliant, and aligned with public health workforce trends and strategic priorities. Support agency goals through high-quality instructional design and LMS administration.
Minimum and Additional Requirements State Minimum Requirements:
A bachelor's degree and relevant training and development experience. Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation. Agency Additional Requirements:
A bachelor's degree in Education, Fine Arts, Instructional or Graphic Design, Educational Technology, Information Systems, Communications, or a related field. At least two years experience managing content within a Learning Management System (LMS). Have at least one year of serving as a technical advisor liaising with internal and external partners, troubleshooting issues, and navigating platform capabilities. Have experience with the instructional design platforms Vyond, Articulate, Adobe Pro, and Captivate.
