The mission of the Information Technology Department is to provide vision and direction to improve City business processes using technology, while maintaining secure and reliable access to information.

THE POSITION The City of Santa Barbara Information Technology Department is seeking a knowledgeable Network Analyst. This position will perform various professional, technical, and analytical duties to support the City’s computers, local and wide area network infrastructure, applications, and users. Lead and coordinate telecommunications troubleshooting, configuration, projects, upgrades, and migrations for NEC on-premise and cloud VoIP systems. Maintain comprehensive documentation for telecommunications infrastructure, including system configurations, contracts, and compliance records. Additional duties include specifying, configuring, and troubleshooting physical and virtual servers, storage area networks, backup and recovery systems, local and wide area network equipment; desktop, laptop, and tablet workstations, applications and other peripheral equipment. This classification may be assigned to departments utilizing equipment and technology specific to business operations where specialized knowledge is required. Ensure adherence to technology and security standards and participate in security incident response as needed. Provide training and technical support to users and backup technical staff on telecommunications systems.

Hybrid/Flexible Work Schedule:

This position has the flexibility to work a hybrid schedule. Schedules are dependent upon operational needs and are subject to change. Details of teleworking considerations can be addressed during the interview process.

Knowledge of:

NEC on-premise PBX or similar, and cloud-hosted VoIP telecommunications systems.

Audit and analysis of telecommunications systems billing and contracting.

VoIP protocols and standards, Quality of Service (QoS), and Unified Communications, such as Microsoft Teams.

Security standards and incident response procedures for telecommunications systems.

Microsoft Windows Server, VMware, Microsoft Office, Microsoft Exchange, Microsoft SQL, Microsoft SCCM, anti-virus, anti-spam, and anti-malware software, Internet, remote access, and computer and network utilities, software and applications specific to departmental operations.

Network equipment (such as switches, routers, and firewalls), servers, storage devices, backup and recovery systems, computer workstations, laptops, and tablets and other peripherals.

Principles and business practices of computer systems, networking, data communications, backup, disaster recovery, and disk storage.

Windows applications, databases, and related configuration requirements.

Basic principles of networks and security.

Skills:

Telecommunications troubleshooting, configuration, and administration.

Installation, support, and troubleshooting of computer systems, networks, applications, including technologies unique to an assigned department.

Project coordination and vendor management for telecommunications initiatives.

Budget preparation and oversight for telecom/network systems.

Documentation and compliance management for telecom infrastructure.

Ability to:

Prepare clear and logical reports and program documentation.

Work independently to meet schedules and timelines; may be required to be available during non-working hours to provide system support and ensure systems are operating optimally.

Specify, install, support and troubleshoot telecommunications, computer systems and applications, including technologies unique to an assigned department.

Triage and prioritize issues; assign questions and issues to applicable vendors for resolution.

Communicate effectively, both orally and in writing.

Train users on applications and technology.

Establish and maintain effective working relationships with those contacted in the course of work.

Maintain physical condition appropriate to the performance of assigned duties and responsibilities.

EXPERIENCE AND TRAINING GUIDELINES Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Three (3) years of increasingly responsible telecommunications, network administration and applications support experience. Education and/or Training: Equivalency to a Bachelor's degree from an accredited college or university with major coursework in computer science or a related field; MCSE and CCNA certifications are desirable.
