This position is considered 100% Remote but may still be required to report to a specific office at the direction of the supervisor. This position is Term Limited and currently set to expire on January 15, 2028. The applicant selected for this position will be required to sign a waiver of retention right.

The Policy Advisor serves as the Office of New American's implementation lead for all policy efforts related to New Americans. This position plays a key role on ONA’s External Relations Team, a newly-developed team leading communications, policy, and external engagement efforts. The position will perform the following key functions:

Responsibilities

Policy Research and Analysis

– This position is the policy coordinator for ONA. It develops ONA’s policy strategy and assists the ONA Director with the Office’s dotted line to the Governor’s policy office and the associated responsibilities. It actively monitors state legislation, prepares legislative budget impact statements with ONA’s Operations Manager, responds to requests from members of the General Assembly, makes recommendations to Office, Department and Governor’s office leadership concerning changes to policies and procedures that intersect with New Americans, and provides support to the Office Director for hearings and presentations to the General Assembly and Congressional staff. The position leads ONA’s policy research efforts, including staying up to date on national immigration policy, learning from other states via the ONA Network, engaging with national immigration policy organizations, and identifying state legislative opportunities that would improve the lives of Colorado’s New Americans.

Policy Communications

– This position serves as ONA’s lead for policy communications, including summaries of state and national policy changes, summarizing proposed legislation, and supporting education and dissemination of passed legislation, as needed.

Internal and External Stakeholder Engagement

– As a member of the External Relations Team, this position helps execute ONA’s statewide stakeholder engagement strategy with a focus on policy. By serving as an accessible point of contact for New American communities, nonprofit partners, municipalities, and state agencies, this role seeks to identify community needs and translate specific challenges into policy priorities.

Minimum Qualifications Experience Only:

Six (6) years of relevant experience in an occupation related to the work assigned to this position: immigration policy research, immigration policy communications, immigration policy development at local, state, and/or national levels, stakeholder engagement related to immigration policy, education and outreach about immigration policy opportunities and changes, and other relevant experience.

OR

Education and Experience:

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to six (6) years. Relevant educational fields include: Political Science, International Relations/Affairs, Public Policy, Public Administration, Migration/Refugee Studies, Immigration Law, Master of Social Work, and Juris Doctor (JD).

Preferred Qualifications

Demonstrated experience in immigration policy analysis

Policy development experience

Expert communications skills, both written and oral, including to diverse audiences (eg. legislators, state agencies, New American communities)

Established relationships with one or more of the key constituencies for ONA’s work (e.g. immigrant-serving organizations, New American communities)

Strategic partnership development experience to advance policy priorities

Experience performing similar duties as a State of Colorado classified employee
