Position Overview
The Superior Court of Los Angeles County is the largest unified trial court in the United States. The Labor Relations Director oversees the Labor Relations function for the largest unified trial court in the nation, with more than 580 judicial officers and 5,000 employees. Over 80% of the Court’s workforce is covered by one of 11 collective bargaining agreements, and productive labor‑management partnerships are key to creating a thriving and engaged workforce. The director’s primary responsibilities include the following:
- Labor and employee relations strategy
- Leading collective bargaining negotiations
- Managing labor meetings and consultations
- Overseeing grievance and arbitration hearings
- Developing, interpreting, and communicating HR and court policies
- Leading and collaborating on HR and organization‑wide project teams to further the Court’s strategic priorities and mission
Depending on expertise, the director may also assume responsibility for additional HR functions, providing strategic oversight and management across the department. This is a high‑impact role that requires strong leadership, collaboration, and the ability to navigate complex labor and employment matters in one of the nation’s most dynamic judicial environments.
Selection Requirements
Bachelor’s degree from an accredited four‑year college or university in human resources, business administration, public administration, or a closely related field AND seven (7) years of progressively responsible, diverse professional human resources experience, three (3) of which must have been in a management capacity managing a Labor Relations department that administers multiple labor agreements; experience as a Chief Negotiator for multiple complex labor agreements and memoranda of understanding; experience leading impact negotiations, meet‑and‑confer discussions, grievance hearings, and developing labor relations strategy.

Desirable Qualifications
- Juris Doctor (JD) degree and active membership in the State Bar of California.
- Extensive experience representing management in labor negotiations, grievance and arbitration hearings, and leading policy development and integration within a California public sector agency.
- Proven ability to design and implement innovative programs and policies, persuasively advocate for new strategies, and secure leadership and stakeholder alignment.
- A track record of building and sustaining collaborative, productive relationships with diverse stakeholders, coupled with a strong commitment to staff growth and professional development.
- Exceptional written and verbal communication skills, with the capacity to craft clear reports, deliver impactful presentations, and engage effectively with varied audiences.
