Salary: $ 80,000 to 90,000 annually

Position Summary The Director, HR Operations & Services leads the development and delivery of high-quality HR operations and employee support services for Center For Family Services. This role is responsible for ensuring efficient and compliant administration of employee leaves, benefits, HR ticketing, personnel data, and general HR services. The Director also serves as a key leader and executor in employee relations and HR compliance, working collaboratively with the VP of HR to ensure consistent practices across the agency. This role oversees leaves & claims, and benefits, and partners closely with an HR generalist to maintain service delivery standards.

Duties and Responsibilities HR Operations & Service Delivery

Lead day-to-day HR operations, ensuring timely, consistent, and compliant processing of HR transactions and employee inquiries.

Oversee HR ticketing system functionality, reporting, and resolution tracking; establish and monitor service level expectations.

Partner with HR Generalists to ensure quality assurance on employee data entry, file maintenance, and employee support.

Employee Leaves & Accommodations

Manage and supervise the Leave & Accommodations Specialist; ensure compliance with FMLA, ADA, NJFLA, and related regulations.

Serve as a resource for complex leave and accommodation cases, partnering with legal counsel or external consultants when needed.

Benefits Administration

Supervise the Benefits Administrator and serve as an escalation point for benefits related inquiries and problem resolution.

Partner with Finance, vendors, and internal stakeholders on open enrollment, benefits audits, and compliance reporting.

Employee Relations & Investigations

Lead or oversee sensitive employee relations matters and internal investigations, in partnership with the HR Generalist.

Support policy interpretation, documentation, and HR compliance reviews; ensure consistency and fairness in HR practices.

Data, Systems & Reporting

Collaborate with HRIS stakeholders to ensure data accuracy and reporting integrity.

Monitor operational metrics and generate reports to support compliance, decision making, and continuous improvement.

Direct, support, and develop a small team of HR operations professionals.

Foster a culture of service excellence, accountability, and collaborative problem-solving across the HR function.

Qualifications

Bachelor's degree in human resources, Business Administration, or related field or related work experience required.

HR certification (PHR, SPHR, SHRM-CP, SHRM-SCP) preferred.

7+ years of progressive HR experience with at least 3 years in HR operations leadership.

Deep knowledge of federal and New Jersey employment laws and leave regulations.

Experience managing HR systems and overseeing benefits and leave administration in a complex, multi-site environment.

Proven ability to handle sensitive employee relations matters with discretion and professionalism.

Strong organizational, analytical, and communication skills.

Demonstrated ability to lead and execute large-scale, multi-phase HR projects from planning through completion in a complex, multi-site organization.

Nonprofit or mission-driven sector experience a plus.
