This position develops Advanced Planning Documents (APD) and other documentation required for planning, implementation, and operations activities in support of the NC Medicaid Program. The consultant reviews NC HIEA APDs, drafts CMS submittal letters, and understands the Medicaid Detailed Budget Table (MDBT) process. The role ties together business engagement, stakeholder management, project management, and technical liaising to produce clear documentation that ensures successful system certification and compliance with program management guidelines, CMS expectations, and Medicaid Enterprise System (MES) requirements.

Essential Responsibilities

Develop, collect, and compile data from business and technology teams to produce viable APDs within required timelines.

Develop and maintain strong relationships with stakeholders to ensure seamless communication and schedule adherence.

Coordinate and meet with teams, suppliers, legal, and key stakeholders to support gathering, analysis, and finalization of information for final APD sign‑off.

Collaborate with DHB business units, MES project teams, technology teams, and subject matter experts to understand project and related requirements for appropriate APDs.

Facilitate and coordinate APD review meetings with key stakeholders.

Review contract and amendment submittal letters for accuracy and relevancy.

Communicate with mid‑level executive management and project teams to provide concise updates on current APD activities.

Maintain awareness of CMS policy updates, organizational communications, and relevant regulations and standards for APDs.

Independently review and prepare APD documents for approval.

Provide feedback on NC HIEA APDs.

Serve as subject‑matter expert on APD regulations and standards.

Utilize tools, templates, and developed methods to monitor project activities across the program.

Translate complex concepts into clear written documentation.

Organize material and complete writing assignments per agency standards.

Attend DHB meetings to stay informed of current NC Medicaid activities.

Coordinate with Business Units to compile responses to CMS questions during the APD and procurement document review process.

Perform other duties as required.

Qualifications

Strong written and verbal communication skills.

Project management experience.

Knowledge of APD development and Medicaid program requirements.

Ability to manage multiple stakeholder groups and complex projects.

Experience with CMS submittals and regulatory compliance.
