Summary This position is located within the Fleet and Family Readiness Program (FFR) Morale, Welfare and Recreation (MWR) Department at the Northeast bases, responsible for managing an effective marketing program on site at each individual installation (i.e., Newport, New London and Portsmouth Naval Shipyard).

Duties

Plan, direct, initiate and implement a comprehensive marketing program for MWR and Child and Youth Programs (CYP). Develop long‑range marketing plans, strategies with internal program managers, and execute all graphic artwork for print and digital media.

Use digital media tools (Facebook, Twitter, websites, apps and new technologies) for effective marketing. Prepare, type, scan, edit and post all text and graphics on the internet and social media sites, ensuring compliance with Navy regulations and MWR instructions.

Plan, organize work, and manage internal procedures and resources for maximum productivity. Prepare financial plans and reports and provide input for the overall marketing budget.

Purchase marketing supplies and maintain equipment, including printers and large‑format plotters.

Conduct market research, surveys and focus groups to assess marketing efforts, recommend improvements and initiate corrective action to support MWR and CYP.

Prepare facilities for special events and holidays, create themes and decorations, and maintain inventory of event materials.

Perform other duties as assigned.

Requirements

Starting May 7, 2025, non‑affiliated individuals requesting access must have a REAL‑ID compliant driver's license or another acceptable form of identification to access CNRMA Installations.

Pass all applicable records and background checks.

Successfully pass the E‑Verify employment verification check. Any discrepancies must be resolved as a condition of employment.

Qualifications

Bachelor's degree in public relations, marketing, communication, graphic design, or a closely related field and at least two years of experience, or equivalent education, training, or work experience (up to four years).

Documented experience in graphic‑design software, including Adobe InDesign, Photoshop and Illustrator. Working knowledge of Corel Draw, Adobe Dreamweaver, Fireworks, Acrobat, and Adobe Creative Cloud is desirable.

Current driver's license; travel to facilities throughout the installation is required.

Position designated Non‑Critical Sensitive; successful completion of an Access National Agency Check (ANCI) is required.

Education This position does not have a positive education requirement.

Salary Salary is dependent on experience and/or education.

Real‑ID Requirements Identification For Installation Access Implementation of the REAL‑ID Act begins May 7, 2025. Anyone age 18 or older who plans to visit certain federal facilities or fly domestically will need a REAL‑ID or another acceptable form of identification to enter U.S. military bases, including CNRMA Installations, or board federally regulated commercial aircraft.

The standard access requirements remain the same for active duty, doD civilian personnel, doD retired personnel and dependents under the age of 18, vetted veterans with a VHIC, and personnel with a DBIDS for any CNRMA Installation access.

Legal and Compliance Executive Order 12564 requires a federal workplace free of illegal drugs. Commander, Navy Installations Command is a Drug‑Free Federal Workplace. The use of illegal drugs will not be tolerated and may result in penalties up to removal from federal service.
