Job Description This position is part of the Licensing Complaint Unit (LCU). Hybrid work option available; work in Multnomah, Clatsop, Columbia, Washington, Yamhill and Tillamook Counties with a home office in Tigard, Oregon. Majority of work will be out in long‑term community‑based facilities.

Summary of Duties

Conduct comprehensive investigations for licensing complaints through interviews with providers, residents, staff, and others.

Communicate regularly with agency staff and other government agencies, private agencies, and the public to provide or request information.

Apply complex regulations, rules, laws, and guidelines pertaining to Assisted Living, Residential Care, and Memory Care Facilities.

Explain complex policy and procedure verbally and in writing regarding program and rule requirements.

Review and analyze data regarding a facility to identify trends, problems, and areas of noncompliance with Oregon Administrative Rules (OARs).

Perform observation and record reviews to gather facts within CBC Facilities to determine compliance.

Report suspected abuse of an elder, individual with developmental/intellectual disabilities, or a child to the appropriate hotline/screener.

Coordinate with Local Aging and People with Disabilities (APD) and Area Agency on Aging when issues may become abuse or neglect.

Conduct periodic monitoring and compliance site visits to evaluate and explain policy or procedure, or in follow‑up to plans of correction.

Minimum Qualifications

A valid driver’s license and acceptable driving record.

Four years of experience in administrative research that includes compiling and evaluating facts to recommend management action or determine compliance with program guidelines and regulations; at least two years above the technical support level.

College‑level coursework may substitute for experience on basis of 45 quarter units per year, up to a maximum of three years.

Essential Attributes

Experience in investigation and critical thinking to identify compliance or non‑compliance.

Experience applying statutes and facility regulations to investigative situations and determining findings.

Experience writing investigative reports that include summary of evidence, witness statements, conclusions, and recommended action.

Diversity, Equity & Inclusion: Demonstrated ability to work well with people from a wide variety of backgrounds and showcase intercultural competency.

Communication skills: Experience communicating orally and in writing to a variety of people to explain complex decisions, rules, policies, procedures, and reporting.

Working Conditions

Hybrid work option available; travel required to various counties; majority of work out in facilities.

May be required to travel overnight, work irregular hours, lift and carry up to 20 lbs, operate computer and telephone, and travel in poor weather.

May interact with people who have experienced trauma and may exhibit challenges in controlling emotions.

May be exposed to contagious diseases.

Required to maintain professionalism under politically or emotionally charged circumstances.
