Role Description About the Water Supply and Treatment Division One of the three largest operating divisions in the Water Enterprise, serving 2.7 million customers. The division manages a complex system from Tesla Treatment Facility to San Francisco, including reservoirs, tunnels, pipelines, and treatment facilities. Staff of 240 employees, led by a division manager and five section managers overseeing operations, distribution, engineering, maintenance, and system operations.
About The Position Under the direction of the WSTD Manager, the WSTD Maintenance Manager directs the division’s maintenance activities, overseeing buildings, grounds, automotive shops, carpenter shops, paint shops, maintenance planning, and electrical, electronic, and plumbing work for the Regional Water System’s treatment and transmission facilities. The role coordinates with other divisions and departments to maintain high service levels and collaborates in management initiatives as maintenance lead and team member.
Responsibilities
Oversee and coordinate maintenance activities for RWS treatment and transmission facilities to ensure compliance with regulatory requirements, SFPUC service goals, asset management objectives, and service level goals.
Manage response to unplanned outages including fires, earthquakes, floods, and other disasters.
Provide review and support for capital improvement and maintenance projects, including design review for operational and maintenance impacts.
Support condition assessment of buildings, grounds, and communications, electrical, electronic, mechanical and plumbing assets/systems.
Oversee preventive and corrective maintenance activities to meet preventive maintenance goals and regulatory requirements, documenting in Maximo.
Perform short‑term and long‑term planning, creating reports to ensure adequate staffing, equipment, and training resources.
Manage materials, equipment, vehicles, and other resources assigned to subordinate staff efficiently and with high accountability.
Prepare and analyze system performance reports, recommend changes and improvements, and enforce policies and procedures.
Enforce existing policies for subordinate work groups and develop and update policies with management oversight.
Develop and implement work procedures and standards for RWS maintenance.
Implement and oversee training and development of subordinate staff; mentor staff for advancement opportunities and succession planning.
Plan and manage consultant contracts as needed.
Prepare and direct the preparation of reports, correspondence, and records including budgets, policies, and procedures.
Perform other duties as assigned.
Nature of Work Responsible for maintaining treatment and transmission facilities that operate 24/7. Facility/system anomalies after hours may require response.
How To Qualify Minimum Qualifications
Education:
Possession of a baccalaureate degree from an accredited college or university.
Experience:
Seven (7) years of professional experience in operations, maintenance, and/or planning of water or wastewater facilities, systems, or programs, including three (3) years supervising staff.
License:
Possession of a valid California Driver’s License.
Substitution:
Additional qualifying experience may be substituted for the degree requirement on a year‑for‑year basis. One year (2,000 hours) equals 30 semester units / 45 quarter units.
Desirable Qualifications
Excellent oral and written communication skills.
Construction management and scheduling experience, especially on water facility construction and complex maintenance projects.

A passing score is required to continue in the selection process and the eligible list is ranked by score. Scores may be applied to other announcements if directed by the Human Resources Director.
