Ruchman and Associates, Inc. is currently seeking a highly skilled Senior Forfeiture Financial Specialist (SRFF) with strong audit experience to support nationwide asset forfeiture initiatives at the U.S. Marshals Service (USMS) HQ. As an SRFF, you will be supporting the overall mission of the U.S. Marshals Service (USMS).

Location Arlington, VA

Key Responsibilities

Support nationwide financial initiatives that affect district/office Asset Forfeiture financial operations such as audit readiness and A-123;

Monitor and analyze the financial operations of assigned districts;

Assist districts by providing: (1) guidance relative to complex financial assets; and (2) support for preparation of annual Asset Forfeiture Fund audit samples;

Formulate administrative and technical procedures for accomplishing tasks;

Perform complex technical and factual research relative to seized financial and business assets;

Submit monthly reports to headquarters documenting the financial status of districts/offices within assigned region;

Provide support in conducting pre-seizure analysis, including net equity analysis, developing exit strategy, and preparation of recommendations to Investigative Analysts (IAs) and the U.S. Attorney's Office (USAO), etc.;

Monitor financial reports submitted by businesses subject to restraining orders/protective orders;

Provide forensic audit and other financial services relative to seized and forfeited businesses;

Perform other duties as assigned.

Required Qualifications

Bachelor's degree in accounting, finance, business administration or related field; or an undergraduate degree in another field with at least two years of additional experience; or a high school diploma/GED with at least six years of additional experience;

One professional certification such as Certified Public Accountant, Certified Internal Auditor, Certified Fraud Examiner, or Certified Government Financial Manager;

Ten years of direct experience related to accounting, auditing, finance, budget administration, or asset management;

Experience with enterprise financial system;

Strong organizational and prioritization skills, and ability to work with minimal supervision;

Excellent communication skills, oral and written;

Intermediate experience with the Microsoft Office suite of applications (Excel, PowerPoint, Word), and other common software applications and databases, advanced skills are preferred;

Proven commitment and expertise to provide excellent customer service; positive and flexible; ability to multi‑task;

Ability to work in a team environment, deliver the highest quality of work, and maintain a professional disposition under extreme pressure.

Preferred Experience/Education

Knowledge in handling external audits, financial reporting, and the resolution of errors, misstatements, and/or deficiencies;

Experience reviewing financial documents for the purposes of evaluating compliance with laws, regulations, and policies;

Knowledge in developing test plans and leading remediation efforts to include administering test summaries and corrective action plans;

Experience in government accounting and OMB Circular A‑123 internal control testing;

Working knowledge of asset forfeiture.
