General Purpose
Under general direction of the Vice President or Dean, Students, plans, organizes, directs and integrates the operations of the college’s Disabled Students Programs and Services (DSP &S); determines program needs, formulates action plans and works with faculty and staff to provide auxiliary aids and accommodations to students with verified disabilities to support educational goals; develops and monitors the program budget; ensures the college and related centers comply with state and federal regulations and requirements; and performs related duties as assigned.
Distinguishing Characteristics
A Director, DSP &S is differentiated from other academic directors by its responsibility for the management and oversight of the activities, services and staff of the DSP &S program and associated student centers. Incumbents ensure students with disabilities have equitable access to instruction, enrollment services, financial aid and student success initiatives and may act as the college’s 508 Compliance Officer. The incumbent has full management responsibility for the program and has broad planning and administration duties.

Plans, organizes, directs, controls, integrates and evaluates the work of the DSP &S programs; with employees, develops, implements and monitors work plans to achieve goals and objectives; contributes to development of and monitors performance against the annual program budget; identifies and assists with the solicitation of grants and other sources of funding; manages and directs the development, implementation and evaluation of plans, work processes, systems and procedures to achieve annual goals, objectives and work standards.
Participates in the selection of full-time and adjunct faculty in coordination with the department, selection advisory committees and the Human Resources Department; conducts and/or facilitates new employee orientations; encourages faculty in their continuing professional development; works to promote and maintain a collegial environment; serves as a mediator in the adjudication of faculty, staff, student and community conflict-resolution and grievance processes.
Directs and manages the performance of assigned employees; directs and oversees the selection of employees; establishes performance requirements and professional development targets for direct reports; regularly monitors performance and provides coaching for performance improvement and development including timely performance evaluations; ensures accurate reporting of absence time; hears and acts on grievances; subject to concurrence by senior management and Human Resources, approves or takes disciplinary action, up to and including termination, to address performance deficiencies, in accordance with Board Policies, Administrative Regulations, Human Resources procedures, Personnel Commission Rules, and collective bargaining agreements.
Provides day‑to‑day leadership and works with employees to ensure a high‑performance, service‑oriented work environment that supports achievement of the program’s and college’s mission, objectives and values; promotes workplace diversity, inclusion, cultural competency and a positive work environment.
Participates in the development and implementation of District/college strategic plans, goals and objectives; leads and directs program employees in the development and application of new methodologies, technologies and business process improvements to achieve higher efficiency, productivity and customer service in program work processes.
Ensures college compliance with all federal and state regulations regarding equitable student access to facilities and instructional programs; initiates, complies with and maintains all DSP &S‑related records and data required by the California Community College Chancellor’s Office and other regulatory agencies.
Develops and implements strategies and plans to provide support services, auxiliary aids, interpreter services and accommodations to students with verified physical, psychological, learning or other disabilities and evaluates the effectiveness; ensures college outreach and student support plans, initiatives, activities and materials facilitate equitable access to students with disabilities; advocates and recommends system improvements to better support students with disabilities.
Anticipates the unique disabilities requirements of veterans of military service and develops an appropriate service response in collaboration with psychological services, veterans’ services, and community‑based service providers.
Acts as a resource to identify architectural and accessibility‑related barriers on the college campus and in associated educational centers; provides input into the planning and development of facilities including building access, space configuration, technology and furnishings and ensures conformance to ADA accessibility requirements.
With employees, provides for diagnostic assessment of student support needs and development of the most effective courses of action to meet individual student requirements and preferences; coordinates with faculty on accommodations and resolves problems and differences.
Through employees, ensures faculty are provided professional development opportunities, resources and support to properly adapt course curricula, visual and written materials and teaching methods to serve the learning needs of disabled students; provides counsel and assistance in determining alternative media to use in communicating course content most effectively; oversees the transcription of materials to braille, closed captioning and other alternative media as needed.
Plans, organizes and manages the effective delivery of DSP &S instructional programs; recommends faculty teaching assignments and monitors teaching loads; creates and works with faculty to maintain an assessment plan to measure program courses for learning outcomes; leads and works with administrators and faculty in conducting curriculum and overall program review, evaluation and planning to ensure the currency and relevance of curriculum in meeting the needs of students.
Oversees the selection, purchase, inventory, maintenance and usage of assistive equipment and software.
Develops and manages District‑wide software, tools, databases and program‑tracking mechanisms to ensure consistency of student experience and reporting across colleges; develops and analyzes reports to assess the effectiveness of programs and services.
Makes presentations to diverse audiences, including to the Board of Trustees and to other board‑level groups.
Recommends, develops, implements, and revises policies, procedures and operational guidelines to improve and/or clarify processes.
Interprets, applies and ensures compliance with all federal and state laws, applicable program policies, procedures, guidelines and reporting requirements; remains current on applicable legislative decisions and developments; ensures accuracy and validity of program tracking and data; develops, maintains and audits spreadsheets, databases and reports; utilizes third‑party portals and databases to research and track student information.
Represents the college and participates in state and national program training and development and professional group meetings; makes presentations to various groups within the District, other educational institutions, community organizations and governmental agencies; participates in advocacy efforts for program funding and participant resources and oversees the development of grant applications and administration of grants.
Serves on or leads committees, workgroups and task forces, and represents the District/college at local, regional, state and national conferences, meetings, workshops and training seminars.

Minimum Qualifications
Education and Experience
Must have evidence of responsiveness to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, as these factors relate to the need for equity‑minded practices.
Must meet the minimum qualifications for a DSP &S counselor or instructor, or for an educational administrator.
DSP &S Counselor Minimum Qualifications
A master’s degree in rehabilitation counseling;
or
A master’s degree in counseling, guidance counseling, student personnel, clinical or counseling psychology, education counseling, social work, career development, marriage and family therapy, marriage, family and child counseling, or a bachelor’s degree in marriage and family therapy or in marriage, family and child counseling, and possession of a license as a Marriage and Family Therapist (MFT);
and
Fifteen or more semester units in upper division or graduate‑level coursework specifically related to people with disabilities;
or
Completion of six semester units, or the equivalent of a graduate‑level counseling practicum or counseling field work courses, in a post‑secondary Disabled Students Programs and Services (DSP &S) Program or in a program dealing predominantly or exclusively with people with disabilities;
or
Two years of full‑time experience, or the equivalent in one or more of the following: (A) Counseling for students with disabilities;
or
(B) Counseling in industry, government, public agencies, military or private social welfare organizations in which the responsibilities of the position were predominantly or exclusively for persons with disabilities, or the equivalent.
DSP &S Instructor Minimum Qualifications
A master’s degree in the category of disability, special education, education, psychology, educational psychology, or rehabilitation counseling;
and
Fifteen semester units of upper division or graduate study in the area of disability, to include but not limited to: (A) Learning disabilities;
(B) Developmental disabilities;
(C) Deaf and hearing impaired;
(D) Physical disabilities;
or
(E) Adapted computer technology.
Educational Administrator Minimum Qualifications
A master’s degree from an accredited college or university
and
one year of formal training, internship or leadership experience reasonably related to the administrator’s administrative assignment;
or
Possession of a valid California Community College Supervisory Credential;
and
Two (2) years of full‑time experience or the equivalent within the last four (4) years in one or more of the following fields: Instruction or counseling or both in a higher education program for students with disabilities;
Administration of a program for students with disabilities in an institution of higher education;
Teaching, counseling, or administration in secondary education, working predominantly or exclusively in programs for students with disabilities;
or
Administrative or supervisory experience in industry, government, public agencies, the military, or private social welfare organizations, in which the responsibilities of the position were predominantly or exclusively related to persons with disabilities.
Licenses, Certifications and Other Requirements
A valid California driver’s license and the ability to maintain insurability under the District’s vehicle insurance program.
Desirable Qualifications
Experience and skill with addressing issues of equity; recent experience working with African American, Latinx, Native American, and other racially minoritized students and an understanding of how historical patterns of exclusions of these groups in higher education shape patterns of participation and outcomes; willingness to examine and remediate one’s relational practices to more effectively engage and support racially minoritized students; and a commitment to participatory governance, consensus building, and team approach to management.
Salary and Benefits
$133,539 – $150,299 based on education and experience. A doctoral stipend of $2,419 is available. In addition, the District offers an attractive fringe benefit package including medical, dental, and vision coverage for the employee and dependents, and life insurance for employees. Employees are also members of the California State Teachers’ Retirement System (CalSTRS).
