Description of Duties / Essential Functions Strategic Business Leadership

In close coordination with HPW Financial Management Services team, Transportation & Drainage Operations oversees operational financial strategy, efficiently aligning multi‑source funding (METRO, Drainage Fee and Ad Valorem) with operational and capital priorities.

Develop and monitor Transportation & Drainage Operations financial plans to ensure funding stability and resilience for critical street, traffic, bridge, and drainage infrastructure programs.

Develop and lead a high‑performing operational finance team, fostering staff growth, accountability, and strong leadership.

Operational Financial Management & Oversight

Responsible for annual preparation of budget in coordination with Financial Management Services.

Steward the fiscal integrity of a multi‑million‑dollar operational budget (personnel, supplies, services, fleet and facility) across all available funds and locations, ensuring operational readiness.

Coordinate with Financial Management Services on strategic procurement and management of rolling stocks.

Identify funding solutions for emergency purchase orders and other unforeseen expenditures.

Standardize and integrate financial practices, cost allocation, and budgeting methodologies across all TDO branches to drive financial efficiency and integrity.

Service Line Financial Reporting & Compliance

Oversee the accuracy and integrity of the Service Line financial reporting, including forecasts and variance analyses.

Oversee adherence to City and METRO financial policies and requirements, ensuring consistent compliance across the division.

Monitor and report on budget‑to‑actual performance, ensuring all expenditures directly support targeted operational outcomes and strategic objectives.

Process Improvement & Performance Integration

Drive workflow automation to streamline financial processes and improve reporting accuracy.

Integrate financial data with operational performance metrics and KPIs, creating a holistic view of service delivery costs and effectiveness.

Develop and manage interactive executive dashboards to provide service line‑wide visibility into finances, procurement, key performance indicators and contract status.

Utility & Resource Optimization

Direct the strategic audit of utility expenditure (~$25 M annually) to ensure compliance, integrity of the invoices and expenditures and implement substantial cost‑saving measures.

Monitor and resolve the process for Transportation and Drainage Operations reimbursable services, ensuring proper revenue recovery and fiscal responsibility.

Working Conditions The position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.

Additional Notes This is a Department of Houston Public Works Emergency Management position at the Tier II Level.

Minimum Requirements Education Requirements Requires a Bachelor's degree in Business Administration, Public Administration or a closely related field.

Experience Requirements Seven years of administrative experience are required, with at least three of those years in a managerial capacity. A Master's degree may be substituted for two years of experience.

License Requirements Valid driver’s license and compliance with the City of Houston driving policy (A.P. 2‑2).

Preferences

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1‑6.

Salary Information: Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
