Position Overview JOB CLASSIFICATION: ASSISTANT DIRECTOR (EXE LEV) – BUSINESS SUPPORT DIVISION: TRANSPORTATION & DRAINAGE OPERATIONS REPORTING LOCATION: 611 WALKER WORKDAYS & HOURS: MONDAY – FRIDAY 8AM – 5PM (subject to change)

We oversee the planning, operation, maintenance, construction management, and technical engineering of the City’s public infrastructure, including roadways, bridges, drainage systems, and parks. Description Of Duties / Essential Functions At the direction of the Transportation & Drainage Deputy Director, the Assistant Director will be responsible for the following:

Strategic Business Leadership

In close coordination with HPW Financial Management Services, oversee operational financial strategy and align multi‑source funding (METRO, Drainage Fee, Ad Valorem) with operational and capital priorities.

Develop and monitor Transportation & Drainage Operations financial plans to ensure funding stability for critical street, traffic, bridge, and drainage infrastructure programs.

Develop and lead a high‑performing operational finance team, fostering staff growth, accountability, and strong leadership.

Operational Financial Management & Oversight

Prepare the annual budget in coordination with Financial Management Services.

Steward the fiscal integrity of a multi‑million‑dollar operational budget across all available funds and locations.

Coordinate strategic procurement and management of rolling stocks.

Identify funding solutions for emergency purchase orders and other unforeseen expenditures.

Standardize and integrate financial practices, cost allocation, and budgeting methodologies across all TDO branches to drive efficiency and integrity.

Service Line Financial Reporting & Compliance

Oversee accuracy and integrity of Service Line financial reporting, including forecasts and variance analyses.

Ensure adherence to City and METRO financial policies and requirements.

Monitor and report on budget‑to‑actual performance, ensuring expenditures support targeted operational outcomes and strategic objectives.

Process Improvement & Performance Integration

Drive workflow automation to streamline financial processes and improve reporting accuracy.

Integrate financial data with operational performance metrics and KPIs for a holistic view of service delivery costs and effectiveness.

Develop and manage interactive executive dashboards to provide finance, procurement, KPIs, and contract status visibility.

Utility & Resource Optimization

Direct strategic audit of utility expenditure (~$25M annually) to ensure compliance and identify cost‑saving measures.

Monitor and resolve processes for reimbursable services, ensuring revenue recovery and fiscal responsibility.

Working Conditions The position is physically comfortable in a normal office environment with acceptable lighting, temperature, and air conditions.

Minimum Requirements Education Requirements Bachelor’s degree in Business Administration, Public Administration, or a closely related field.

Experience Requirements Seven years of administrative experience, with at least three years in a managerial capacity. A master’s degree may substitute for two years of experience.

License Requirements Valid driver’s license and compliance with the City of Houston driving policy (A.P. 2‑2).

Preferences

Preference for eligible veteran applicants who possess the necessary qualifications.

General Information Selection / Skills Tests Required Department may administer a skills assessment test.

Safety Impact Position Yes – subject to random drug testing and assignment drug test if a promotional position.

Salary Information Salary factors include the candidate’s qualifications and pay rates of other employees in this classification. Pay grade: 32.
