$165,766.10 .

Overview Invite to apply for the role of manager for the Parks, Recreation & Marine Department’s Community Recreation Services (CRS) Bureau. The CRS Manager will supervise the four divisions, direct staff of over 600, manage a $21 million budget, and develop programs for a diverse Long Beach community of over 450 000 residents.

Responsibilities

Supervise four Division Superintendents and staff responsible for providing recreation services to 32 park sites and community centers.

Prepare and monitor an annual budget totaling $21 million.

Develop staff, conduct training, team building, evaluation, and discipline for over 600 full‑time, part‑time, and seasonal employees.

Resolve and mitigate community issues or problems.

Develop innovative programs and services that meet the needs of a diverse population of over 450 000 residents.

Maintain inter‑agency cooperation and coordination of service delivery with other youth‑serving organizations in the community.

Interpret, implement, and enforce policies, procedures, regulations, and permits consistently and effectively.

Communicate effectively, orally and in writing, with a diversity of audiences, including staff, commissioners, councilmembers, and community groups.

Act as a liaison to a variety of outside organizations, including educational institutions, nonprofit organizations, businesses, and neighborhood groups.

Develop meaningful performance standards and conduct periodic evaluations of programs to ensure effectiveness and restructure programs as needed.

Oversee operations of 32 community centers, various parks, pools, sailing center, senior center, sports fields, courts, and related facilities.

Manage recreation programs such as registrations, operations, and programming for children, teens, adults, older adults, including adaptive recreation, youth and adult sports, municipal band, movies, concerts, aquatics, summer food program, contract classes, after school programs, teen programs and teen academy program, WRAP school‑based programs at seven school sites, senior center programs, extended recreation programs through Be SAFE, environmental education programs, youth and adult volunteers and mural conservancy and the Homeland Cultural Center.

Serve as a liaison to community groups, nonprofit organizations, and community partners such as CSULB, LCC, LBUSD and various community associations.

Implement emergency sheltering operations when needed, supporting other departments for emergency needs.

Oversee the Senior Advisory Commission and the Commission on Youth and Families and serve as a staff member to the Parks and Recreation Commission.

Qualifications

Five (5) years of recent progressively responsible experience in recreational programming, personnel management, budget/financial management, program planning, and community relations, including at least three (3) years in a supervisory role.

Bachelor’s degree in Recreation, Leisure Studies, Public Administration or closely related field required. A combination of education/experience can be substituted for the required education on a year‑for‑year basis.

A valid driver’s license or the ability to arrange necessary and timely transportation for field travel may be required for some assignments.

Municipal experience highly desirable.

A master’s degree highly desirable.
