The St. Paul Public Housing Agency (PHA) has been serving the community for over 45 years. St. Paul PHA is an independent agency that owns and operates affordable rental housing for low‑income families and individuals throughout the City, with subsidies from the U.S. Department of Housing and Urban Development (HUD). The PHA provides approximately 4,273 affordable rental units in hi‑rise buildings, townhomes, and scattered site single family and duplex homes. The PHA administers 5,242 Housing Choice Vouchers, paying over $45 million annually in federal rent subsidies to private owners who rent units to eligible families and individuals with very low incomes.

Mission Statement The PHA helps families and individuals with low incomes achieve greater stability and self‑reliance by providing safe, affordable, quality housing and links to community services.

Employment Benefits The PHA offers a generous employee benefits package. The standard package includes paid vacation and sick leave; eleven paid designated holidays and two paid floating holidays; health and dental insurance coverage; and an employer pension contribution equal to 7% of the employee’s salary (employee contributes 5%). Class Summary Incumbents are responsible for determining eligibility or continuing eligibility for the HUD Multifamily Housing Program.

Distinguishing Characteristics The Multifamily Specialist is the second level of a four‑level series. The Multifamily Housing Specialist is distinguished from the Resident Services Supervisor by its responsibility for processing rental applications and calculating rent values.

Position Summary Incumbents in the HUD Multifamily Program are responsible for calculating rent values by verifying income and determining assets, property values, expenses and other deductions; sending out third‑party verification forms; responding to questions and explaining regulations and procedures; processing a variety of forms and documents; and, preparing related correspondence and reports. Incumbents adhere to the Multifamily HUD Handbook 4350.3 REV‑1, CHG‑4 and subsequent revisions, HUD, Housing Notices, and HUD Secure Systems in determining continued eligibility of assistance and its level of assistance for Tenant Rent and Housing Assistance Payment.

Duties

Conduct activities relating to yearly income reviews to ensure all residents are paying correct tenant rents and getting the correct level of assistance based on their household annual income in conformance with PHA and HUD Programs rules and regulations.

Conduct activities relating to interim income review to ensure all residents are paying correct tenant rents and getting the level of assistance based on their household reported changes in conformance with PHA and HUD Programs rules and regulations.

Conduct duties relating to Annual Recertification and Interim Recertification.

Generate HUD EIV and certification reports for Annual Recertification and Interim Recertification.

Must abide by all Board approved policies, policies prohibiting discrimination and harassment, executive communications, administrative procedures, and safety procedures established by the PHA.

Must travel to various PHA sites and other locations that are required by the nature of the work.

Performs other duties of a similar nature or level.

Required Qualifications

Education: AA degree in related field or relevant vocational school education.

Experience: 2 years of relevant experience in jobs at the A Band level or training; and/or relevant post high school education. Additional relevant experience can substitute for the education on a year‑for‑year basis.

Preferred Qualifications

Education: Relevant BA degree or additional vocational or technical training.

Experience: Additional relevant experience. Demonstrated experience working with ethnically, culturally and economically diverse populations.

Licensing Requirements (position Requirements At Entry)
